Book excerpt: While the Iraq war and Middle East conflicts command the attention of the United States and most of the rest of the developed world, fundamental changes are occurring in East Asia. North Korea has tested nuclear weapons, even as it and South Korea have effectively entered a period of tepid détente; relations among China, Japan, and South Korea are a complex mixture of conflict and cooperation; and Japan is developing more forthright security policies, even as it deepens ties with the United States. Together, these developments pose vital questions for world stability and security. In East Asian Multilateralism, prominent international foreign affairs scholars examine the range of implications of shifting alignments in East Asia. The first part delves into the intraregional dynamics, and the second assesses current economic conditions and policies within individual East Asian states. The third section examines the challenge of regional cooperation from the perspectives of local players, while the fourth analyzes the implications for foreign policy in the United States and in Asia. This thorough review and assessment charts the preconditions and prospects for deeper multilateralism, poses tough questions about America's security and national interests in the region, and carries a plea for more serious institution-building in the North Pacific, using the ongoing six-party process in talks on North Korea as a point of departure.

When do leaders boldly confront foreign threats and when are they less assertive? Politics and Strategy shows that grand strategies are Janus-faced: their formulation has as much to do with a leader's ability to govern at home as it does with maintaining the nation's security abroad. Drawing on the American political experience, Peter Trubowitz reveals how variations in domestic party politics and international power have led presidents from George Washington to Barack Obama to pursue strategies that differ widely in international ambition and cost. He considers why some presidents overreach in foreign affairs while others fail to do enough. Trubowitz pushes the understanding of grand strategy beyond traditional approaches that stress only international forces or domestic interests. The work considers geopolitical pressures in conjunction with leaders’ strategic ideas to provide an account of the evolution of the role of Europe in the context of US grand strategy. Observers generally agree on the vague notion that Europe has been de-prioritized in Washington’s external affairs. Against this background, the book makes the case that such de-prioritization of Europe in the context of US grand strategy also entails a reconceptualization of the transatlantic relationship, namely as a region featuring long-standing relationships that can at times be leveraged in pursuit of non-European goals. The United States has a long history of seeking European support or acquiescence for its role as the leader of the international system, but whereas during the Cold War Washington enlisted its European allies in a grand strategic struggle against a European power, more recently, it has sought to enlist European allies in extra-European struggles of different types. Thinking about the role of Europe in US grand strategy now requires new theoretical and empirical tools that allow for the recognition of this very fact. Accordingly, this book proposes that strategic ideas on the viability of international cooperation held within the White House crucially shape what – if any -- type of support the United States seeks from Europe on the global stage. In doing so, the book adds important nuance to other accounts proclaiming either the proverbial death of the transatlantic relationship or the eternal and unchanging nature thereof. Indeed, bilateral relations reached an unprecedented nadir during the spring of 2005, and again more recently in autumn 2012, as massive anti-Japanese demonstrations across Chinese cities elicited corresponding incidents of popular anti-Chinese reprisal in Japan. This book systematically explores the complex dynamics that shape contemporary Japanese-Chinese relations. In particular, it analyses the so-called ‘revival’ of nationalism in post-Cold War Japan, its causality in redefining Japan’s external policy orientations, and its impact on the atmosphere of the bilateral relationship. Further, by adopting a neoclassical realist model of state behaviour and preferences, Lai Yew Meng examines two highly visible bilateral case studies: the Japanese-Chinese debacle over prime ministerial visits to Yasukuni Shrine, and the multi-dimensional dispute in the East China Sea which comprises the Senkaku/Diaoyudao territorial row, alleged Chinese maritime incursions, and bilateral competition for energy resources. Through these examples, this book explores whether nationalism really matters; when, and under what circumstances nationalism becomes most salient; and the extent to which the emotional dimensions of nationalism manifest most profoundly in Japanese state-elites’ policy decision-making.
