Book excerpt: Studienarbeit aus dem Jahr 2023 im Fachbereich Pädagogik - Inklusion, Note: 1,0, Universität zu Köln, Sprache: Deutsch, Abstract: In dieser Arbeit soll die Umsetzung von Inklusion im deutschen Schulsystem mit dem Schulsystem Norwegens verglichen werden, da Norwegen eines der Länder gilt, die als Vorreiter der Inklusion gelten. In dieser Hausarbeit werden die Inklusions,- und Bildungssysteme beider Länder gegenübergestellt, um die Frage zu beantworten welche Faktoren die Umsetzung gelingender Inklusion beeinflussen und wie jeweiligen Herausforderungen bewältigt werden können. Dabei werden geschichtliche Hintergründe, Datenlage, das Inklusionssystem und die Ausbildung der Lehrkräfte in beiden Ländern beleuchtet und vor dem Hintergrund dieser Forschungsfrage miteinander verglichen um am Ende mögliche Faktoren benennen und Vorschläge für die zukünftige Entwicklung der Inklusion nennen zu können. Das Wort Inklusion ist aus der heutigen Bildungspolitik nicht mehr wegzudenken. Spätestens seit die UN-Behindertenrechtskonvention im Jahre 2009 in Deutschland in Kraft getreten ist zählt es hier in Deutschland zu einem der vorrangigen Entwicklungszielen des Schulsystems eine ganzheitliche und schulartübergreifende Inklusion im Bildungssystem und an den Schulen zu entwickeln und zu einer Normalität im Schulalltag werden zu lassen. Die separierte Bildung von Schülerinnen und Schülern mit und ohne Förderbedarf ist mit geltendem Recht nicht mehr vereinbar. Heute ist das Thema der Inklusion außerdem auch in Hinsicht auf die aktuellen Entwicklungen der Flüchtlingspolitik und das vermehrte Feststellen von Förderbedarf bei Schülerinnen und Schülern besonders wichtig geworden (Lange 2017)

Schulpolitik, Note: 1,0, Universität Bielefeld, Sprache: Deutsch, Abstract: Der in Deutschland im Jahre 2009 in Kraft getretene Artikel 24 der UN-Behindertenrechtskonvention verpflichtete Deutschland sowie die anderen Vertragsstaaten ein inklusives Bildungs- und Schulsystem zu entwickeln und gesetzlich festzulegen. Durch den Einsatz eines inklusiven Bildungs- und Schulsystems soll Schülern „ohne Diskriminierung und auf der Grundlage der Chancengleichheit“ (Beauftragte der Bundesregierung für die Belangen von Menschen mit Behinderungen 2017) ein Recht auf Bildung ermöglicht werden. In einem inklusiven Schulsystem werden Schüler mit Behinderungen in allgemeinbildende Schulen inkludiert und in ihren persönlichen, sozialen und fachlichen Kompetenzen gestärkt. Diese Vielfalt von Schülern bedeutet folglich eine größere Heterogenität in den Klassen und Schulen. Die Heterogenität an deutschen Schulen ist durch die im Jahre 2015 beginnende Flüchtlingskrise in Deutschland noch weiter in den Fokus der Politik, Bildungswissenschaft und Gesell- schaft geraten. Neben der Inklusion von physisch und psychisch beeinträchtigten Schülern wird von den Schulen verlangt, dass Migrations- und Flüchtlingskinder in die allgemeinbildende Schulen integriert bzw. inkludiert werden. Der Umgang mit Heterogenität in den internationalen Bildungs- und Schulsystemen, im Hinblick auf Bildungsgerechtigkeit und Chancengleichheit eines jeden Schülers, unabhängig seines Geschlechts oder soziokulturellen Hintergrunds, wird regelmäßig von der OECD, im Rahmen der PISA-Studie, erhoben. Die PISA-Erhebung des Jahres 2015 zeigte deutlich, dass die Bildungserfolge deutscher Schüler eng mit ihren sozio-ökonomischen Hintergründen korrelieren. Des Weiteren erzielten Schüler mit einem Migrationshintergrund ebenfalls deutlich schlechtere Ergebnisse als Schüler ohne Migrationshintergrund. Somit konnte weder eine soziale Chancengleichheit, noch eine Chancengleichheit zwischen Schülern mit und ohne Migrationshintergrund ermöglicht werden. Im Gegensatz zu Deutschland zeigt das norwegische Bildungs- und Schulsystem eine weitaus geringere Korrelation zwischen dem sozialen Status der Erziehungsberechtigten.
