Book excerpt: This report describes the work of the Committee on Proposal Evaluation for Allocation of Supercomputing Time for the Study of Molecular Dynamics, Eighth Round. The committee evaluated submissions received in response to a Request for Proposals (RFP) for biomolecular simulation time on Anton 2, a supercomputer specially designed and built by D.E. Shaw Research (DESRES). Over the past five years, DESRES has made an Anton or Anton 2 system housed at the Pittsburgh Supercomputing Center (PSC) available to the non-commercial research community, based on the advice of previous National Research Council committees. As in prior rounds, the goal of the eighth RFP for simulation time on Anton 2 is to continue to facilitate breakthrough research in the study of biomolecular systems by providing a massively parallel system specially designed for molecular dynamics simulations. The program seeks to continue to support research that addresses important and high impact questions demonstrating a clear need for Anton's special capabilities. Report of the Committee on Proposal Evaluation for Allocation of Supercomputing Time for the Study of Molecular Dynamics, Eighth Round is the report of the committee's evaluation of proposals based on scientific merit, justification for requested time allocation, and investigator qualifications and past accomplishments. This report identifies the proposals that best met the selection criteria.

Book excerpt: Congress first called for the Advisory Committee on Head Start Research and Evaluation (the "Committee") in its 1998 reauthorization of the Head Start program, with a requirement that the Secretary of Health and Human Services convene a panel of experts to inform the Department about the design of a newly required national evaluation of the program. The Committee was first chartered in 1999 and produced a report with recommendations for the design of what came to be known as the Head Start Impact Study (HSIS), along with recommendations for considering the findings of this study in the context of other research. The Committee was then re-chartered several times during the design and implementation of the study, in order to provide the Department feedback on the study's progress and findings. The Committee met five times between January 2011 and January 2012 to discuss key aspects of their charge. Each of these meetings took place in the Washington DC area. All meetings were open to the public. In addition, the Committee formed five subcommittees focused on the following topics: 1) The Impact of Head Start and EHS on Children and Families; 2) Quality Teaching and Learning; 3) Parent, Family, and Community Engagement (PFCE); 4) Health and Mental Health; and 5) Cultural and Linguistic Responsiveness. The first chapter of this report presents the Committee's vision for Head Start and its recommendations for steps to achieve that vision. These three recommendations are overarching and cut across all component and topic areas of Head Start. These recommendations are supported by five topical chapters. The first presents the Committee's reflections on the impact of Head Start and EHS, based upon the findings of the HSIS and EHSREP, as well as the broader literature on the effectiveness of Head Start. The remaining four chapters describe the Committee's vision for each of the four content areas addressed in their work, and provide detail on priorities for the implementation of the Committee's recommendations within each of these four content areas. Appended are: (1) Charter for the Advisory Committee on Head Start Research and Evaluation; (2) Full List of Committee Members; (3) Subcommittee Membership; (4) Invited Presenters and Presentation Topics; and (5) Acronym List. Individual chapters contain footnotes and references.

Book excerpt: Since its beginning in 1965 as a part of the War on Poverty, Head Start's goal has been to boost the school readiness of low-income children. Based on a 'whole child' model, the program provides comprehensive services that include pre-school education; medical, dental, and mental health care; nutrition services; and efforts to help parents foster their child's development. Head Start services are designed to be responsive to each child's and family's ethnic, cultural, and linguistic heritage. The Congressionally-mandated Head Start Impact Study was conducted across 84 nationally representative grantee/delegate agencies. Approximately 5,000 newly entering 3- and 4-year-old children applying for Head Start were randomly assigned to either a Head Start group that had access to Head Start program services or to a non- Head Start group that could enrol in available community non-Head Start services, selected by their parents. Data collection began in fall 2002 and is scheduled to continue through 2006, following children through the spring of their 1st-grade year. The study quantifies the impact of Head Start separately for 3- and 4-year-old children across child cognitive, social-emotional, and health domains as well as ii on parenting practices. This book is essential reading for those in the education field.

Book excerpt: The Government Performance and Results Act (GPRA), passed by Congress in 1993, requires that federal agencies write five-year strategic plans with annual performance goals and produce an annual report that demonstrates whether the goals have been met. The first performance reports are due in March 2000. Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.

Book excerpt: The U.S. Department of Energy (DOE) disposes of plutonium-contaminated debris from its 27 nuclear weapons facilities at the Waste Isolation Pilot Plant (WIPP), an underground repository in Carlsbad, New Mexico. After four years of operational experience, DOE has opportunities to make changes to the costly and time-consuming process of "characterizing" the waste to confirm that it is appropriate for shipment to and disposal at WIPP.  The report says that in order to make such changes, DOE should conduct and publish a systematic and quantitative assessment to show that the proposed changes would not affect the protection of workers, the public, or the environment.
