Book excerpt: Sandia National Laboratories has considerable experience with monochrome video cameras used in alarm assessment video systems. Most of these systems, used for perimeter protection, were designed to classify rather than to identify intruders. The monochrome cameras were selected over color cameras because they have greater sensitivity and resolution. There is a growing interest in the identification function of security video systems for both access control and insider protection. Because color camera technology is rapidly changing and because color information is useful for identification purposes, Sandia National Laboratories has established an on-going program to evaluate the newest color solid-state cameras. Phase One of the Sandia program resulted in the SAND91-2579/1 report titled: Initial Laboratory Evaluation of Color Video Cameras. The report briefly discusses imager chips, color cameras, and monitors, describes the camera selection, details traditional test parameters and procedures, and gives the results reached by evaluating 12 cameras. Here, in Phase Two of the report, we tested 6 additional cameras using traditional methods. In addition, all 18 cameras were tested by newly developed methods. This Phase 2 report details those newly developed test parameters and procedures, and evaluates the results.

The success of their parent organizations is closely tied to the success of these R&D organizations. In this report, organizations refers to an organization that performs research and/or development activities (often a laboratory), and parent refers to the superordinate organization of which the R&D organization is a part. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? This report offers assessment guidelines for senior management of organizations and of their parents. The report lists the major principles of assessment, noting that details will vary from one organization to another. It provides sufficient information to inform the design of assessments, but it does not prescribe precisely how to perform them, because different techniques are needed for different types of organizations. Best Practices in Assessment of Research and Development Organizations covers three key factors that underpin the success of an R&D organization: (1) the mission of the organization and its alignment with that of the parents; (2) the relevance and impact of the organization's work; and (3) the resources provided to the organization, beginning with a high-quality staff and management.

Book excerpt: The three National Nuclear Security Administration (NNSA) national security laboratories--Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and Sandia National Laboratories (SNL)--are a major component of the U.S. government's laboratory complex and of the national science and technology base. These laboratories are large, diverse, highly respected institutions with broad programs in basic sciences, applied sciences, technology development, and engineering; and they are home to world-class staff and facilities. Under a recent interagency agreement between the Department of Energy (DOE), Department of Defense, Department of Homeland Security, and the intelligence community, they are evolving to serve the needs of the broad national security community. Despite this broadening of substance and support, these laboratories remain the unique locus of science and engineering (S&E) for the U.S. nuclear weapons program, including, most significantly, the science-based stockpile stewardship program and the S&E basis for analyzing and understanding nuclear weapon developments of other nations and non-state actors. The National Research Council (NRC) was asked by Congress to assess the quality of S&E and the management of S&E at these three laboratories. The Quality of Science and Engineering at the NNSA National Security Laboratories is the second of two reports produced as part of this study. This report assesses the quality of S&E in terms of the capability of the laboratories to perform the necessary tasks to execute the laboratories' missions, both at present and in the future. The report identifies the following as four basic pillars of stockpile stewardship and non-proliferation analysis: (1) the weapons design; (2) systems engineering and understanding of the effects of aging on system performance; (3) weapons science base; and (4) modeling and simulation, which provides a capability to integrate theory, experimental data, and system design. The Quality of Science and Engineering at the NNSA National Security Laboratories offers a snapshot of the present with an eye to the future. This report discusses the current state of S&E and makes recommendations to maintain robust programs.

SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

The study's second phase will evaluate the actual quality of S&E in key subject areas. Managing for High-Quality Science and Engineering at the NNSA National Security Laboratories presents assessments of the evolution of the mission of the NNSA Labs and the management and performance of research in support of the missions, and the relationship between the Laboratory Directed Research and Development (LDRD) program and the ability of the Labs to fulfill their mission. The report examines the framework for managing science and engineering research at the Labs and provides an analysis of the relationships among the several players in the management of the Labs-the NNSA, the site offices, the contractors, and the Lab managers-and the effect of that relationship on the Laboratories' ability to carry out science and engineering research.
