La segunda parte desarrolla los instrumentos generales para planificar el desarrollo sostenible: planes y programas, para proyectar y ejecutar las actividades que lo hacen realidad: proyectos y dirección de obra, y para aplicar los instrumentos específicos de control y gestión ambiental: preventivos, correctores y curativos; para cada uno de ellos aporta los cuatro elementos básicos que determinan su elaboración: concepto, regulación legal, metodología y técnicas. La tercera parte presenta los elementos de apoyo y complementarios: programación, aseguramiento de la calidad, prevención de riesgos laborales y preparación de ofertas relativos a la actividad profesional en general y a los instrumentos anteriores en particular, y concluye con un capítulo sobre deontología profesional.
