Book excerpt: Depuis quelques dizaines d’années, les pays en développement riches en ressources naturelles utilisent ces dernières en tant que garanties pour obtenir accès à des sources de financement pour leurs investissements et contourner les obstacles qu’ils rencontrent lorsqu’ils s’efforcent d’obtenir des prêts traditionnels auprès des banques ou des capitaux sur les marchés financiers. Différents modèles de financement sont issus de ces efforts, parmi lesquels le modèle des infrastructures financées par des ressources naturelles (IFR) qui est une variante des modèles de prêts garantis par le pétrole lancés en Afrique par plusieurs banques occidentales. Dans le cadre d’une transaction basée sur le modèle des infrastructures financées par des ressources naturelles (IFR), un prêt contracté pour financer la construction immédiate d’une infrastructure est garanti par la valeur actuelle nette de flux de revenus qui seront générés à l’avenir par l’extraction d’hydrocarbures ou de minerais. Le modèle a été employé dans plusieurs pays africains pour des contrats d’une valeur totale de l’ordre de 30 milliards de dollars, selon des informations publiques. Ce rapport, qui se compose d’une étude préparée par Hunton & Williams LLP, spécialiste du financement de projets à l’échelle mondiale, et de commentaires formulés par six économistes et décideurs de réputation internationale présente une analyse des marchés d’infrastructures financées par des ressources naturelles (IFR) sous l’angle du financement de projets. Il a pour objet de provoquer une réflexion de fond et de servir de base à de nouveaux travaux de recherche sur le rôle du modèle IFR, les risques qu’il pose et les perspectives qu’il offre, sans pour autant prétendre présenter des opinons des contrats IFR qui auraient l’aval de la Banque mondiale. Il est le fruit d’un effort motivé par la conviction que, si les pays doivent continuer de solliciter des transactions IFR ou de recevoir des propositions spontanées, il incombe aux représentants de l’État de pouvoir faire la différence entre de bonnes et de mauvaises opérations, d’évaluer les compromis qui sont inévitables, et d’agir en conséquence. Ce rapport vise à apporter certains éclairages qui permettront de déterminer comment assujettir, dans le cadre de la politique publique, les transactions IFR au même degré d’examen que tout autre instrument que les autorités de pays à faible revenu ou à revenu intermédiaire (tranche inférieure) pourraient souhaiter utiliser pour mobiliser des financements à l’appui du développement.

NRI?PPP projects and project finance have been adopted in natural resource development, including oilfield development, mine development, and liquefied natural gas production; manufacturing, such as petrochemistry, which uses crude oil; and infrastructure-related projects such as railways, roads, airports, ports, water supply, waste treatment, communications, and electricity. An important concern during negotiations among the various stakeholders is the lack of congruence between theories underlying NRI?PPP projects and project finance and the particular, real-life business considerations of the subject project and lack of understanding of the key theories. Studies that help us understand NRI?PPP projects and project finance have been developed based on economic theories such as contract theory and the economics of law by several distinguished professors. Until now, however, in financial institutions staff in departments that specialize in project finance have developed an understanding of the theories underlying NRI?PPP projects and project finance primarily through on-the-job training during which business points of view were passed on. Principles and theories regarding NRI?PPP projects and project finance have not been taught through textbooks in these firms. In fact, there are only a few books that explain the fundamental theories for actual project structures or actual project finance. This book attempts to fill that gap by making clear the fundamental theories that exist behind the actual projects and project finance in relation to natural resources and infrastructure. Readers of this book will include not only professionals in various private sectors and banks but also those involved in PPP projects in the public sector.

The publication of this report is part of the OECD programme of work with non-member economies, in the context of the Task Force for the Implementation of the Environmental Action Plan for Central and Eastern Europe, the Caucasus and Central Asia (EAP Task Force). La richesse en ressources constitue en effet un facteur clé dans la majeure partie des économies subsahariennes, dont le sol recèle un important potentiel inexploité. Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.
