Book excerpt: The Northeast Asia Economic Forum (NEAEF) is a regional nongovernmental organization created in 1991 to sponsor and facilitate research, networking, and dialogue relevant to the economic and social development of Northeast Asia. The Forum is also committed to promoting understanding and relations among the peoples of Northeast Asia, North America, and Europe. The main objective is for NEAEF to conduct research and conference activities aimed at functional economic cooperation such as cross-border energy, transportation and logistics infrastructure development, and capital mobilization. The Forum holds annual conferences, workshops, and seminars for planning, facilitating, coordinating, and implementing international and interdisciplinary solutions to common policy problems. It is the only nongovernmental regional organization in which all the nations of Northeast Asia and the US are consistent and active participants. For the year 2014, NEAEF in collaboration with the Korea Institute for International Economic Policy (KIEP), cooperated in efforts toward achieving closer economic and financial cooperation in Northeast Asia, and continued its focus on research, the annual conference, and meetings aimed at financing regional economic integration and establishment of the Northeast Asian Bank for Cooperation and Development (NEABCD). This work aims to promote functional economic cooperation in terms of cross-border resources, energy supplies, infrastructure construction, capital mobilization, and institutional development. NEAEF, as planned for the year 2014, facilitated conference and meeting activities in which experts presented their perspectives, views, ideas, concrete proposals, and strategies relevant to the issues of a regional institution for financial cooperation. This volume is the first part in a series of proceedings titled Building a Northeast Asian Economic Community. It contains presentations and summaries from the NEAEF Beijing Special Meeting and the related activities that took place under this project. The aim of the project is to contribute to and encourage activities and efforts toward regional economic integration in Northeast Asia.

Representing 28.21, 3.67, and 1.75 percent of total global emissions, China, Japan, and South Korea were ranked the first, fifth, and seventh largest contributors, respectively. Some parts of China, the Republic of Mongolia, the Russian Far East, and Southeast Asia have long been on serious alert due to accelerated deforestation. With their rapid population growth and economic development, the core countries of Northeast Asia are responsible both directly and indirectly for numerous environmental problems. Urgent individual and collective action is required from the region’s governments. Against the backdrop of debate on how to understand Northeast Asia as a "region," Park focuses on the major regional economies of China, Japan, and South Korea, along with Russia, North Korea, and the Republic of Mongolia, due to both their geopolitical proximity and their significance to the region. The author attempts to answer the questions: "How far has regional environmental cooperation progressed in Northeast Asia?"; and "Why are Northeast Asian countries reluctant to cooperate further on urgent transboundary and regional environmental issues?"

Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.
