Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this paper is to assess the role played by infrastructure in Pakistan's economic expansion. Specifically, analysis is focused on the manner in which the expansion in various types of infrastructural facilities interact with private sector investment, and whether there is a long run equilibrium between infrastructure, private investment, and GDP. The main findings suggest that infrastructure's role in this model is not as straightforward as might appear at first. On one level, it appears that in the case of Pakistan the expansion of public infrastructure has played a rather passive role in the country's development. That is public facilities have largely expanded in response to the needs created by private sector investment in manufacturing, rather than strongly initiating private capital formation. However, from another perspective, because infrastructure has responded to tangible needs created by private sector expansion it has, no doubt, been very effective in alleviating real bottlenecks. Using annual data for the period 1973/74-1991/92, it is estimated that private investment was positively correlated to GDP growth, to credit extended to the private sector, and to government investment. When government investment is disaggregated into Its infrastructural and noninfrastructural components, the latter is found to be negatively correlated with private investment.

From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.

In that context, the financing of infrastructure has been a critical element of most economic growth and poverty reduction strategies in developing countries, since the start of this millennium. This book provides a comparative analysis of the aggregate and sectoral implications of higher spending on infrastructure in three very different Asian countries: China, Pakistan, and the Philippines. Particular attention is paid to the role of alternative financing mechanisms for increasing public infrastructure investment, namely distortionary and non-distortionary means of financing. Book excerpt: Pakistan’s development efforts are guided by its 2011 Framework for Economic Growth, which identifies actions needed to create a prosperous, industrialized Pakistan through rapid and sustainable development. Industrialization has the potential to drive Pakistan’s economic growth and contribute significantly to meeting both economic and human development goals in Pakistan. Expansions of industrialization activities, whether in highly developed or developing countries, can be stimuli for intense debate about such projects’ benefits and costs to the region in which they are to be located, to the national economy—and to human health and the environment. Pakistan’s 2011 Framework for Economic Growth recognizes that, to accelerate industrialization, Pakistan must reduce the cost of doing business and create an incentive structure designed to achieve a competitive, dynamic, and export-driven industrial sector capable of providing employment to the growing labor force. Competing in global markets requires a socially and environmentally sustainable industrialization strategy. The four main inputs for sustainable industrial growth in Pakistan discussed in this book are 1) Macroeconomic stability and sectoral policies to support industrial competitiveness by allowing long-term planning, including investments in infrastructure and cleaner production. 2) Upgraded trade facilitation and infrastructure (particularly transport and energy) to address some of industrialization’s spatial aspects. Improved transport infrastructure will lower production’s environmental costs. 3) Greening of Pakistan’s industrial sector to enhance international competitiveness—“greening” will make Pakistan a more attractive export partner for nations and firms committed to green production. 4) Strong institutions—for example, environmental management agencies to control pollution, and cleaner production centers to increase domestic awareness of international environmental standards—to implement industrialization initiatives effectively, including those for small and medium-sized enterprises. This book provides a comprehensive analysis of issues relating to the debate about Pakistan’s green industrial growth and lays out priorities and strategies for “greening” Pakistan’s industrial growth.

Available in PDF, EPUB and Kindle. Book excerpt: For most of the 1980s, the Pakistan economy performed well, with Gross Domestic Product (GDP) increasing by over 6 per cent per annum. However, the latter part of the decade was characterized by increasing fiscal and external deficits, infrastructure deficiencies and disruptions in production. In 1989 the Government initiated a three-year structural adjustment program with the assistance of the International Monetary Fund (IMF). The program sought to redress the growing macroimbalances. resulting from large fiscal deficits. and to increase productivity through major structural reforms in the real as well as the financial sectors. By the late 1980s fiscal imbalances resulted in the public sector's gross fixed investment declining in real terms in both 1988 and 1990. In fact a relative decline in the growth in public sector investment occurred throughout the 1980s. so that by the end of the 1980s the growth in capital formation was the lowest in the country's history. The limited expansion of public sector investment is particularly disturbing in lieu of the fact that the country's stock of infrastructure is modest even by third world standards. Clearly, if a stable relationship exists between increases in social overhead capital and private sector capital formation then the likely declines in public investment stemming from current austerity programs may have severe consequences for the nation's development process. The purpose of this paper is to examine the consequences of declining public sector investment in Pakistan. Specifically, we are interested in examining the impact on the economy of these trends in infrastructural investment. Has investment in this area acted primarily to increase output or has it stimulated private sector investment? Alternatively, has public infrastructure been passive, largely responding to obvious needs created by growth of private sector capital formation?

Book excerpt: This title was first published in 2000: An investigation of the performance of the electric power and telecommunication sectors of Pakistan at the firm level as well as the sector as a whole, seeking to identify and quantify the extent of inefficiencies. Since physical or financial or productivity indicators alone are not able to explain the duality of public infrastructure purposes, the financial and productivity indicators have been used in evaluating the performance of these sectors. Further, a Cobb-Douglas production function has also been used to calculate the trend in the growth of total factor productivity. Economies of scale have also been studied in the case of electric power generation. The results of the study show that in Pakistan one of the usual motives for privatization (to avoid the poor financial results of state enterprises) is not relevant for electricity and telecommunications enterprises. This, however, appears to be due to the financial subsidies they received, through access to low cost loan finance and grants, rather than to their efficiency in operations. By the economic criteria of growth of TFP none of the enterprises do well and two have a negative TFP growth. The case for reforming these enterprises is strong and alternative modes of organization, finance and ownership need to be considered.

We estimate the elasticities of private investment with respect to aggregate and sectoral public investments to find crowding-out or crowding-in phenomena in Pakistan. The study also reveals the changes in labor absorption or replacement due to additional capital and the effects on output. Our data covers eight sectors of the Pakistan economy and uses annual time series data from 1964 to 2011. This study uses vector autoregressive (VAR) techniques, as applied by Pereira (2000, 2001), which allows measuring the dynamic feedback effects among the variables.
