Native Americans blocked highways to preserve ancestral lands, while students paralyzed universities and called for reforms to higher education. The shift toward socialism in Venezuela, led by President Hugo Chavez, was bitterly opposed by privileged groups. Governments tried to quell the turmoil through repression, political maneuvering and propaganda. This book provides a dramatic account of the struggles.

The book also helps explain why even unsuccessful insurgencies have survived for decades, as has happened in Colombia and Peru. This mesotidal estuary, situated in a sharp transition between humid subtropical and semiarid climates, has a unique combination of large interannual climatic variations. The estuarine area encompasses roughly 2300 square kilometers and is composed of wide expanses of intertidal flats, salt marshes, and emerged islands, which create intricate landscape patterns. Natural environments in the estuary sustain a high concentration of marine and terrestrial species, including endemic, threatened, and endangered fish and shorebirds. Puerto Cuatreros, in the inner zone of the estuary, hosts a permanent marine research station, whose records span more than 30 years of biophysical variables, and represent one of the largest time series of ecological data in South America. Beyond its ecological relevance, the Bahía Blanca Estuary is under increasing anthropogenic pressure from large urban settlements, industrial developments and harbors, raising the question of how to balance conservation and development. The Bahía Blanca Estuary: Ecology and Biodiversity offers a comprehensive review of life in the ecosystems of the estuary. The book is divided into five major sections, the first of which provides a description of the regional setting and covers key aspects of estuarine dynamics. The three following sections are dedicated to different habitat types and, within each section, the chapters are organized around major functional groups from pelagic and benthic environments. The fifth and final section covers issues related to management and conservation. Overall, the book provides essential and up-to-date reference material on the biodiversity and ecosystem processes of the Bahía Blanca Estuary, and will appeal to a broad international audience.

Whereas much of the 1990s was occupied with debates concerning the relative merits of criminal prosecutions and truth commissions, by the end of the decade a consensus emerged that this either/or approach was inappropriate and unnecessary. A second generation of transitional justice experiences have stressed both truth and justice and recognize that a single method may inadequately serve societies rebuilding after conflict or dictatorship. Based on studies in ten countries, this book analyzes how some combine multiple institutions, others experiment with community-level initiatives that draw on traditional law and culture, whilst others combine internal actions with transnational or international ones. The authors argue that transitional justice efforts must also consider the challenges to legitimacy and local ownership emerging after external military intervention or occupation.

In the past 15 years, the nations of the Western Hemisphere have staged a remarkable revolution—in the way they trade with their neighbors. First, after decades of restrictive import policies, several countries began to liberalize their trade and investment regimes. Then, beginning a decade ago, numerous bilateral and sub-regional trade agreements were achieved, to serve as vital complements to domestic reforms and to foster trade flows among member countries. At the Second Summit of the Americas in 1998, negotiations among 34 democracies were launched to establish the Free Trade Area of the Americas (FTAA). This report takes stock of the remarkable progress to date in the development of free trade in the Western Hemisphere. It examines trade flows between countries in the same regional groupings and between members of different sub-regional arrangements. The report describes the main characteristics of the trade arrangements signed between countries of the Hemisphere and explores the development of trade rules in these arrangements. Finally, the report details recent advances in the construction of the FTAA.

Book excerpt: Since the publication of Gustavo Gutiérrez's 1973 groundbreaking work, A Theology of Liberation, much has been written on liberation theology and its central premise of the preferential option for the poor. Arguably, this has been one of the most important yet controversial theological themes of the twentieth century. As globalization creates greater gaps between the rich and the poor, and as the situation for many of the world’s poor worsens, there is an ever greater need to understand the gift and challenge of Christian faith from the context of the poor and marginalized of our society. This volume draws on the thought of leading international scholars and explores how the Christian tradition can help us understand the theological foundations for the option for the poor. The central focus of the book revolves around the question, How can one live a Christian life in a world of destitution? The contributors are concerned not only with a social, economic, or political understanding of poverty but above all with the option for the poor as a theological concept. While these essays are rooted in a solid grounding of our present “reality,” they look to the past to understand some of the central truths of Christian faith and to the future as a source of Christian hope. Following Gustavo Gutiérrez's essay on the multidimensionality of poverty, Elsa Tamez, Hugh Page, Jr., Brian Daley, and Jon Sobrino identify a central theological premise: poverty is contrary to the will of God. Drawing on scripture, the writings of the early fathers, the witness of Christian martyrs, and contemporary theological reflection, they argue that poverty represents the greatest challenge to Christian faith and discipleship. David Tracy and J. Matthew Ashley carry their reflection forward by examining the option for the poor in light of apocalyptic thought. Virgilio Elizondo, Patrick Kalilombe, María Pilar Aquino, M.
