Meyer Manuscript Prize!p Feeding Mexico: The Political Uses of Food since 1910 traces the Mexican government's intervention in the regulation, production, and distribution of food from the days of Cardenas to the recent privatization inspired by NAFTA. Professor Ochoa argues that the real goals of the government's food subsidies were political, driven by presidential desires to court urban labor. Many of the agencies and policies were hastily set in place in response to short-term political or economic crises. Since the goals were not to alleviate poverty, but to provide modest subsidies to urban consumers, the policies did not eliminate destitution or malnutrition in the country. Despite the minimal achievements of these interventionist policies, the State Food Agency provided a symbol of the state's concern for the workers. The elimination of the Agency in the 1990s prompted social protest and unrest. p Feeding Mexico is the first study to examine the creation of networks to deliver food products, the relationship of these channels of distribution to the food crisis, and the role of the state in trying to ameliorate the problem. The internal peace and political stability that made the period between the late 1930s and the early 1970s so productive left many Mexicans—particularly the campesinos—marginal to the benefits of the economy. During this period of economic growth, agrarian reform, the trademark of the Mexican revolution, was relegated to a position of lesser importance in national politics. But with forty percent of the population still remaning in the countryside, it is clear that programs for rural development and land redistribution must again be given prominence. In this study of Sonora—a key agricultural state in northwestern Mexico—Steven E. Sanderson examines in economic and political terms the post-revolutionary rise of agrarian reform and its decline, dividing the sixty years of change (from 1917 to 1976) into three periods. Agrarian populism dominated the first, which he calls a time of post-revolutionary consolidation (1917–1940). Then, during the "miracle years" of 1940–1970, the growing strength of capital and the success of state-led import substitution plans led to a counterreform in agrarian politics. In the final period, that of President Echeverria's populist resurgence (1970–1976), ambitious but flawed agrarian reform plans clashed with the sector that favored the increasing concentration of land, income, and political influence. Sonora provides a particularly interesting view of these developments because of its political and geographical distance from metropolitan Mexico, its rich history of independence, its economic growth since the revolution, and the political sophistication of its residents. The events in this state exemplify the regional imbalances, the ideological biases, and the political manipulations contributing to the crisis in state legitimacy that dominated Mexican politics in the 1970s. Using a combination of agrarian census materials, state archives, newspapers, records from relevant ministries, and selected interviews with participants, Sanderson presents the complex history of conflict between the political base supporting agrarian reform and the economic forces advocating industrialization and economic growth. Book excerpt: The Money Doctor in the Andes is an account of the technical assistance missions to five Andean republics--Colombia, Ecuador, Chile, Bolivia, and Peru--undertaken by Princeton University economist Edwin Walter Kemmerer during the 1920s. Drake demonstrates that in each case the Kemmerer mission recommended an identical series of monetary, fiscal, and banking reforms, adding occasional recommendations on everything from administrative reorganization to penal code reform as local circumstances seemed to warrant. In each case, too, local legislatures adopted all the main Kemmerer proposals virtually without debate or modifications. Drake links the Kemmerer missions to vital developments in the political economic history of the Andean republics in the interwar period. He analyzes the domestic interest groups and political forces whose convergent strategies gave the Kemmerer missions their remarkable record in achieving local success for the reforms proposed. Second, Drake situates the Kemmerer missions at the center of a process of political modernization that created new institutions and policy agencies in each of the five countries; the missions thereby contributed to the expansion of the central government as an agent of development in ways that later differed sharply from Kemmerer's orthodox policies. Finally, The Money Doctor in the Andes regards developments in the Andean countries in the context of the region's developing economic ties to the United States. Expectations that Kemmerer's plans would simultaneously attract foreign capital and control inflation drew support from sectors as diverse as trade unions and landowners. When the Depression deepened, Kemmerer's policies proved counterproductive and the fragile consensus that had installed them fell apart, but the political and administrative reforms endured--with far-reaching consequences.
