In this sense, the tools and techniques used and the level of competencies of public sector auditors are decisive. This book deals with the effects of current technological developments in the public sector on auditing and risk management activities. Therefore, it is a resource for public internal auditors to create a digital audit strategy based on artificial intelligence (AI) and blockchain-based applications. Institutionalisation of their structures is important for public sector internal auditors. For this, basic requirements, future expectations, and best practices are explained. The digital business model is presented to produce value-added audit findings and outputs that guide public internal auditors and all digital-era stakeholders. This book is a pioneering work based on continuous auditing/continuous monitoring approaches using various AI and blockchain-based tools and techniques. In addition to obtaining up-to-date business information from process owners and stakeholders, public auditors responsible for conducting an AI-based continuous audit programme should also look inside their departments for a different perspective on business information that impacts continuous audit programme phase details and has the potential to add value. It should be noted that the additional source of information begins with your individual audit experience, digital skills, and qualifications.

Book excerpt: The aim of this study is to explore the perception of Malaysian public sector auditors concerning performance audit. These auditors' opinion are on whether performance audit is achievable, involvement of auditors in policy making, auditors' professional judgment in expressing audit opinion, involvement of other experts in performance audit, constraints faced and the possibility of performance audit improving public administration. This study used the survey method to collect the data. The respondents were from the federal and state levels of the National Audit Department in Malaysia. Descriptive analysis was used to derive the percentages and mean values of the data collected. The results revealed that performance audit is achievable. The auditors should be given the opportunity to influence policy decisions. Public auditors are not the only profession to make audit judgment, but to team up with other groups of profession in undertaking a performance audit. Lack of cooperation and commitment from auditees in conducting a performance appeared to be the most severe constraint. Finally, respondents believe that the performance audit could achieve better public accountability, as well as be economical, efficient as well as effective in utilising public resources. In conclusion, the research findings provide some informative information to the researchers and practitioners particularly the government of Malaysia.

Book excerpt: Computer Assisted Audit Tools and Techniques (CAATTs) are not new for auditors, and it needs to be adopted to gain the audit efficiency and effectiveness especially in a current era of technology. This paper examined the implementation of CAATTs by internal auditors in the public sector. Accordingly, this research reports the results from 12 interviews made with internal audit departments in public sector in both federal and state level in Malaysia. This research found that the implementation of CAATTs by internal auditors in public sector is still low due to lack of expertise, high implementation and maintenance cost, limited access of auditee's data, and most of them prefer to conduct the audit manually. Furthermore, it is not mandatory for them to use CAATTs. The evidence is a contrast with the encouragement made by the government to improve the IT usage in public sector. The results implied that training for future auditors in CAATTs to ensure the successful implementation is crucial. For CAATTs to be a success, the head of internal audit also must have the awareness about the importance of CAATTs as well as enforcement of its implementation.
