The strategic planning documents adopted in the Russian Federation by 2017 provide for measures aimed at stimulation of the development of digital technologies and their use in various sectors of the economy. For example, Forecast of the socio-economic development of the Russian Federation for 2017 and The planned period (2018-2019) envisage the dissemination of the use of information technologies in the socio-economic sphere, government, and business, and identify the main constraints, including staff shortages. The closest to the content of the strategic planning is the Strategy for the Development of the Information Society in the Russian Federation for 2017-2030 and The program "Digital Economy of the Russian Federation" (2017). These documents create new situation for the development of Digital Economy in Russia.
