Book excerpt: "In the absence of underground nuclear weapons testing, the National Nuclear Security Administration (NNSA) relies on its supercomputing operations at its three weapons laboratories to simulate the effects of changes to current weapons systems, calculate the confidence of future untested systems, and ensure military requirements are met.GAO was requested to assess the extent to which (1) NNSA has implemented contingency and disaster recovery planning and testing for its classified supercomputing systems, (2) the laboratories are able to share supercomputing capacity for recovery operations, and (3) NNSA tracks the costs for contingency and disaster recovery planning for supercomputing assets. To do this work, GAO examined contingency and disaster recovery planning policies and activities, and analyzed classified supercomputing capabilities at the weapons laboratories, and NNSA budgetary data. GAO recommends, among other things, that NNSA clearly define roles and responsibilities for its component organizations in providing oversight for contingency and disaster recovery planning for the classified supercomputing environment. Book excerpt: A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

NNSA directed its M&O contractors in 2011 to implement CAS-systems designed and used by contractors to assure their own performance-that NNSA could also leverage for oversight purposes and thereby improve efficiency. To determine the extent to which to use contractor-generated information made available through CAS, NNSA is to apply a framework for evaluating the risk of contractors' activities, their past performance, and their CAS maturity. GAO was asked to review NNSA's implementation of its framework for using CAS. This report examines the extent to which NNSA has fully established policies and guidance for using information from CAS to (1) oversee M&O contractors and (2) evaluate M&O contractors' performance; and whether NNSA has determined it has sufficient, qualified personnel to implement its framework for using information from CAS for these two purposes. To conduct its work, GAO surveyed all NNSA field offices and analyzed key policies and guidance on NNSA's use of information from CAS.
