They ought to get the best service at a fair rate, but they have often paid the highest prices for the poorest kind of work. Civil-service reform had two things to accomplish first, to prevent the government service, the service of the whole people, from being misused for politicians or parties second, to provide for choosing fit men for the public service, on truly democratic principles. Usually, after each election, the politicians who had won wanted places for their friends. They began this cry as long ago as the time of Thomas Jefferson. But Jefferson refused to remove good officers, unless they had been violent partisans. The party workers, nevertheless, kept up their pressure, and by the time of Jackson it was recognized that to the victors belong the spoils. This meant that the half of the American people which won in an election were entitled to look upon the other half as victims of war. That curriculum is constituted by the excellent and appropriate scheme framed by the Civil Service Commissioners for open competitions for Clerkships in the Lower Division of the Service. With special regard, therefore, to these competitions, which admit to the great majority of Government situations, the design of this little work is projected. Most other examinations, however, are modelled upon that scheme: since its adoption, indeed, nearly all Civil Service appointments have been conditional upon qualification in subjects which it comprises. Even the examinations for professional and scientific appointments, and for the Higher Division of the Service, include a preliminary test in certain of these Lower Division subjects. It is imperative, therefore, that candidates for any Government situation obtainable through open competition should be well acquainted with the subjects composing the Civil Service curriculum, set forth in the following pages. The plan of this work is simple and direct. It dispenses with the statistical machinery from which former handbooks were chiefly manufactured.
