Book excerpt: An understanding of the adaptability of belugas (Delphinapterus leucas) to changing ice-conditions is required to interpret and predict possible changes in habitat selection in response to projected loss of sea ice throughout the circumpolar Arctic. Beluga spring distribution in the eastern Beaufort Sea was described by analyzing observations from aerial surveys conducted from 1975 to 1979. Repeated surveys along the Franklin Bay fast-ice edge in June 2008 were used to study the distribution and behaviour of belugas and bowheads. Despite inter-annual variability in ice extent, belugas consistently selected areas with water depths of 200-500 m, heavy ice concentrations (8/10 to 10/10) and seafloor slope [greater than or equal to]0.5 degrees in spring 1975 to 1979. While predator avoidance may partially explain the observed distribution, foraging success likely has more influence on beluga habitat selection in the spring. In ice-covered offshore regions, belugas may be engaged in under-ice and deep water foraging on Arctic cod (Boreogadus saida). In lighter ice years, belugas may expand their distribution and shift shoreward to take advantage of high prey densities along fast-ice edges. Both belugas and bowheads appeared to be feeding along the Franklin Bay ice edge in June 2008. More research is required to examine and compare possible changes in distribution since the late 1970s and to investigate the factors driving the patterns described.

Updated as of May 29, 2018 We, the National Marine Fisheries Service (NMFS), designate critical habitat for the Cook Inlet beluga whale (Delphinapterus leucas) distinct population segment (DPS) under the Endangered Species Act (ESA). Two areas are designated, comprising 7,800 square kilometers (3,013 square miles) of marine habitat. In developing this final rule we considered public and peer review comments, as well as economic impacts and impacts to national security. We have decided in the final rule to exclude the Port of Anchorage (POA) in consideration of national security interest. Additionally, consistent with the proposed rule, portions of military lands were determined to be ineligible for designation as critical habitat. We solicited comments from the public on all aspects of the proposed rule, and conducted four public hearings on the action. Along with the proposed rule, we published a draft economic impacts analysis, entitled "Draft RIR/4(b)(2) Preparatory Assessment/IFRA for the Critical Habitat Designation of Cook Inlet Beluga Whale." This economic analysis has been completed to support the final designation. Book excerpt: "The potential benefits of relocating live stranded or entrapped beluga to recovery of the St. Lawrence Estuary (SLE) beluga population were examined using a demographic model. The population is currently declining and information on reproduction rates are lacking. It is not possible to determine if the current decline is due to low reproductive rates, elevated mortality among neonates, or both. Adult survival is already quite high and there is unlikely much room for further improvement. Efforts to improve survival of neonates and juveniles are most likely to benefit population recovery. However, considerable numbers of animals must be assisted and successfully relocated each year to improve survival and halt the decline in population trend. Reports of live-stranded neonates or entrapped juveniles are infrequent. Therefore, the benefit of relocating these few individuals to population recovery is nil, and does not meet the objectives of Conservation Translocation. The occurrences of entrapped juveniles are rare, but if in good health these animals are more likely to survive when relocated compared to abandoned neonates. From a conservation perspective, the benefit of relocating entrapped juveniles to the population as a whole is likely nil given the rarity of these events. However, relocating these individuals may be considered on other grounds. Some of the factors that need to be considered have been identified (e.g. DFO Release and Rehabilitation Criteria)"--Abstract, p. iii.
