In addition to waning volunteer rates, persistent issues are the ability to locate Marines, and maintaining medical qualification for mobilization. Book excerpt: The Reserve Component of the Marine Corps -- the manpower assets considered a part of the Total Force but not of the Active Component -- is employed today in ways and numbers never considered during the Cold War era. To meet the manpower requirements in Afghanistan and Iraq reserve personnel have augmented the Total Force in unprecedented levels over the past 7 years. By all accounts the reserves have transformed from a strategic asset to an operational force. But the use of reserves as an operational force has been limited to the Selected Reserve, while the Individual Ready Reserve (IRR) is still largely considered a strategic asset to be used as a last resort on an involuntary basis. The "Break Glass in Case of Emergency" mindset is still prevalent in the decision making that occurs with IRR Involuntary Mobilizations. Unfortunately, maintaining the IRR as a strategic asset is not viable during prolonged periods of conflict. The readiness of the IRR declined from 2003 to 2007 even though a large-scale Involuntary Mobilization did not occur. When the Presidential Authority to involuntarily mobilize 2,500 Marines in 2007 did materialize, the Marine Corps Mobilization Command struggled to find qualified candidates. The most opportune time to involuntarily mobilize the IRR is at the beginning of a conflict. In keeping with the MAID-P, the Presidential Authority to mobilize the IRR at the beginning gives the Marine Corps a wealth of manpower that will not be available later on when Marines begin to discharge from the Marine Corps. The author concludes that the IRR should be used as an operational force at the onset of major conflict. This will strengthen the overall Total Force concept and maintain a higher level of manpower availability for a longer period of time.

Book excerpt: Requiring company grade officers exiting the Active Component (AC) to affiliate with a Selected Marine Corps Reserve (SMCR) unit for the remainder of their Military Service Obligation (MSO), as opposed to the current commitment of service in the Individual Ready Reserve (IRR), will further enhance the Marine Corps Reserve's contribution to the Long War. From the inception of the Long War, the Marine Corps Reserve has proven to be a force multiplier to the AC as the SMCR has transitioned from its historical function as a strategic reserve to its current-day role as an operational reserve. This success has occurred in spite of no significant changes to the now outdated policies that historically have caused a shortage of reserve officers at the company grade level. Until recently, policies in place did not allow the SMCR to "grow their own" company grade officers, and currently still do not require junior officers exiting active duty to affiliate with an SMCR unit. Traditional "work arounds" have been to fill company grade officer billets with majors (if available and amenable) or Staff Noncommissioned Officers (SNCOs). Although not ideal, prior to the Long War this solution was adequate in a garrison or training environment; however, this is not the case today. Today's SMCR units are activating and deploying at previously unimagined rates with no anticipated relief in sight. In addition to the previous solutions to the problem, currently in many instances the active duty Inspector-Instructor (I-I) or officers on the I-I staff deploy with the SMCR unit, or other active duty or reserve officers from other units join the deploying unit once activated. This stop gap approach is neither an ideal nor a feasible long-term solution. If an SNCO is forced to step into a Platoon Commander's role for example, another junior Marine must fill the SNCO's shoes creating a domino effect.

In the early republic, the ideal of a citizen-solider, capable of taking the field with little or no training, predominated. The realities of modern combat slowly made it clear that a more professional force was required, but policy changes failed to keep up with that changing necessity. The nation struggled to provide adequate training and equipment to the reserve component throughout the Cold War until the idea of a Total Force, which integrated regular and reserve components, emerged and was achieved. It wasn't until the defense buildup of the 1980s that the ideal of a combat-ready reserve became reality. The core of this book focuses on what came next, from 1990 to 2011, with particular emphasis on the decade after 9/11. The Persian Gulf War demonstrated both the effectiveness of the reserve and the challenges it continued to face. The post-Cold War drawdown during the 1990s made the smaller active component more dependent on the reserves than it had been since the nation's founding.
