It identifies recovery measures to implement the broad goals and objectives outlined in the Recovery Strategy for Blue, Fin and Sei Whales in Pacific Canadian Waters (Gregr et al. 2006), and the Recovery Strategy for North Pacific Right Whales (DFO 2011). All four species are being considered together because of their similar geographic distribution, common threats to survival, and the efficiency of integrating activities and resources required for recovery. It is considered an action plan because current best available information is insufficient to identify critical habitat (DFO 2012). When sufficient information allows, critical habitat will be identified for one or more of the species in a later iteration of the action plan or an amended recovery strategy"--Executive summary, p. iii.

Book excerpt: "Summer distributions of fin (Balaenoptera physalus) and humpback (Megaptera novaeangliae) whales were examined relative to bathymetry, oceanography, and zooplankton composition and density in Marmot and Chiniak Bays (Kodiak Island, AK) during 2002 and 2003. Habitat use and habitat partitioning were assessed using Monte Carlo and randomization tests, logistic regression analyses, and kernel density probability contours of high-use areas. Fin whales associated with deeper, cooler waters near areas of maximum slope and consistently used Marmot Bay. Fin whale spatial-temporal distribution likely coincided with Neocalanus copepod concentrations during early summer and adult euphausiids later in summer. Fin whale associations with Pseudocalanus copepods may relate more to that copepods' prevalence than to relevance as prey. Humpback whale site fidelity and association with shallow waters was evident in 2002, but not in 2003. Variability in humpback whale distribution was likely related to their exploitation of forage fish aggregations and threshold foraging needs. High densities of adult euphausiids may promote spatial overlap and shared resource use by fin and humpback whales. This mesoscale snapshot of a dynamic nearshore marine environment and the whales foraging there is an integral step toward identifying and characterizing important habitats for endangered fin and humpback whales"--Leaf iii.

In order to support effective policy action by countries and competent international and regional organizations, it is critical to build a sound understanding of the most ecologically and biologically important ocean areas that support healthy marine ecosystems so that the necessary steps to ensure the long-term function and resilience of these systems can be taken.

Since 1971, however, the species has not been hunted in Canada and sightings remain relatively common off the Atlantic coast and in the Estuary and Gulf of St. Lawrence. The species was designated "special concern" in May 2005 by the Committee on the Status of Endangered Wildlife in Canada and was officially added to Schedule 1 of the Species at Risk Act in July 2006 because it was considered likely to become threatened or endangered due to a combination of threats and biological characteristics. The objective of the present management plan is to ensure that anthropogenic threats within Canadian waters do not cause a decline of the population or a reduction of the currently known distribution range in Canada. To reach this objective, several measures are proposed through four approaches: conservation, stewardship and protection of individuals, education and outreach, research and monitoring.
