The executive and legislative branches have been very careful in not allowing the District to adversely impact the Federal Govern ment. It is therefore incumbent upon the Federal Government, in assessing whatever its policy may be for Pennsylvania Avenue, to make sure that it is not acting unilaterally to adversely affect the District of Columbia.
