Book excerpt: This volume emerged out of a search for scholarship that has studied connectivity between South and Central Asia from a variety of perspectives. Geographically and culturally, the vision that India has had of the region she referred to as Central Asia is of a space extending across China westward upto the Aral Sea and including within it Balkh, Bukhara and Samarkand. The Indian fascination with the region extends to various levels as this is the region out of which invading tribes entered India, across whose Silk Routes trade flourished and also the region where Indian culture and religion spread. Keeping this in mind the volume begins with an overview of positions from which the region has been traditionally situated from the Indian perspective as also reflections on the current scenario in terms of the geopolitical transformations of recent times. It then moves on to examine the history of the political, cultural and economic connections between the two regions from comparative perspectives. Written by specialists from Uzbekistan the articles reflect on connections that had ancient roots and shared historical experiences. The first set of articles focus on the historical linkages between the two regions. Another set looks at similar developments in the region in terms of transformations in the socio-political life of the people as also in the economy. Encounters and the necessity of security cooperation between the two regions is the focus of a third set of articles. The second part of the volume looks into certain issues that are significant in both South and Central Asia. Written with Uzbek insight they reflect on Soviet and post-Soviet state policies on a range of issues from gender and maternity policies, ethnic policies and social stratification, information policy and policies related to global organizations that have comparable relevance in the Indian context.

The note is structured as follows: Section II describes the relations between technology, business, and law, Section III discusses the nature and functions of commercial law; Section IV provides a brief overview of developments in fintech; Section V examines the interaction between technology and commercial law; and Section VI concludes with a preliminary agenda for legal reform to accommodate the use of new technologies.

It examines the discourse and controversies surrounding the digital gender divide, including links to poverty and illiteracy. Major themes concerning women and ICTs are explored, such as women in the ICT workforce, how girls and women relate differently to ICT, and opportunities and barriers for women in science and technology in general. Current research relating to gender and ICT is often country-specific and is more prevalent in developed countries than in developing countries. This paper suggests where additional research is needed on barriers to women s entry and access to ICT. The overall objective of this paper is to influence policy dialogue around women and ICT for development by raising awareness of the digital gender divide. Economic opportunity for women in ICT will not be realized until policies address gender considerations and ensure that ICT investment contributes to more sustainable and equitable development.

Some Arab countries are proponents of that approach, launching many funds geared towards the promotion of investment in the ICT sector. While those initiatives are a step in the right direction, they cannot succeed without complementary measures. There are five major determinants for the establishment of a competitive ICT sector at the national level, namely infrastructure, education, institutional quality, innovation and investment. Infrastructure must be solid, resilient and affordable. A high-quality secondary and tertiary education system, widespread e-skills and digital literacy are also needed. Furthermore, a competitive ICT sector requires a clear political vision, readiness to carry out regulatory reform and the rule of law. After exploring the limitations of the ICT sector in the Arab region, this study focuses on the role of innovation and investment in the establishment of a competitive ICT sector. Innovation is conceptualized as an ecosystem that includes entrepreneurs, large and small companies, accelerators, venture capitalists, business angels and government intermediaries. Promoting investment requires an enabling business environment and a solid knowledge of the ICT sector. Arab Governments must promote the development of various financing modes and mechanisms which include debt financing, the establishment of primary and secondary capital markets. The banking sector must be more actively involved, and business angel networks and government support programmes must be established."--Publisher description.
