A strong effort is made to get vast recent empirical evidence regarding the size and significance of informal economy and differentiation and segmentation within it in Addis Ababa. Based on this concept, the level of informality in Addis Ababa is measured and informal economy appears to be a vast sector, with low value added and limited innovation and dynamics. In fact, value added has reduced over time. For most, it offers a quality of life far below that of the formal sector.

Book excerpt: An analysis of panel data on individuals in a random selection of urban households in Ethiopia reveals large, sustained, and unexplained earnings gaps between public and private, and formal and informal sectors over the period 1994-2004. The authors have no formal evidence whether these gaps reflect segmentation of the labor market along either of these divides. In other words, they cannot show whether they are at least in part due to impediments to entry in the higher wage sector. But they do have evidence that, if segmentation explains any part of the observed earnings gaps, then it could only have weakened over the survey decade. The authors find, first, that the rate of mobility increased between the two pairs of sectors. Sample transition rates grew across survey waves, while state dependence in sector choice decreased. Second, the sensitivity of sector choice to earnings gaps increased over the same period. In particular, the role of comparative earnings in selection into the informal sector was evident throughout the survey decade and increased in magnitude over the second half of the period.

This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

The headlines, which are detailed in the report, are dramatic, and include the following: open unemployment has been persistently high and average duration is long, though recent trends suggest improved performance. There is a significant segmentation-two relatively privileged sector in the public and formal private sectors, a massive informal sector and a large stock of unemployed. Individual transitions across these states have increased over time, but remain relatively limited. Formal sector employment in urban areas is dominated by the state and manufacturing sector employment remains among the lowest in the world. The majority of those who are working in urban areas are engaged in informal sector activity, typically as a last resort but also as a persistent state. Average wages are low, especially for the unskilled and in the informal sector, but productivity is also very low. Women are especially disadvantaged in the labor market-and typically face worse outcomes with higher levels of unemployment, lower wages, and a greater concentration in the informal sector. Many youth seem to enter the labor market through low quality jobs in the informal sector or into unemployment. The structure of this report is as follows. Volume I synthesizes the emerging findings and policy implications while Volume 2 presents a series of thematic chapters which summarize the underlying background work. In this volume the next chapter sets the stage for the analysis by clarifying the metrics of the key labor market indicators. Chapter 3 looks at the structure of urban labor markets and what has hindered their ability to generate jobs despite the acceleration of growth in the last few years. Chapter 4 focuses on the challenge of urban unemployment, while Chapter 5 looks at the effects of migration on urban labor markets. The final chapter in this volume reviews the emerging policy agenda.

The paper also finds that rural children struggled to continue learning during school closures. Gender-sensitive policies are needed to narrow the gap during and post-pandemic.

Book excerpt: As in most low and middle-income countries, the paucity of timely economic data in Ethiopia makes it difficult to understand the economic impacts of the COVID-19 pandemic. To mitigate this, several organizations have launched phone surveys to gather more information about the crisis. This research report reviews the available phone survey evidence as of mid-August 2020 and identifies knowledge gaps. First, the available evidence suggest that the pandemic has not led to unusually large increases in food prices. However, a case study in the vegetable sector suggests that price dynamics are highly context and crop specific, calling for more comprehensive price monitoring to identify food value chains and areas where food price increases may have been unusually rapid. Second, employment losses have concentrated on informal sector workers while redundancies in the formal sector have been less significant. Third, there is considerable uncertainty about the income, poverty, and food security implications of this crisis. While most households report income losses, the qualitative and subjective nature of these questions meanthat the magnitudes of these losses are unknown. In Addis Ababa, less subjective food security measures indicate only small negative changes in household food and nutrition security. Finally, due to limited access to mobile phones in rural areas, we have imperfect and incomplete information on how this crisis is affecting rural households.

In recent decades, however, numerous studies have revealed not only that informal employment is extensive and persistent but also that it is growing relative to formal employment in many populations. Whilst in the developing world, the informal economy is often found to be the mainstream economy, nevertheless, in the developed world too, informality is currently still estimated to account for notable per cent of GDP. The Informal Economy: Exploring Drivers and Practices intends to engage with these issues, providing a much-need ‘contextualised’ approach to explain the persistence and growth of forms of informal economic practices and entrepreneurial activities in the twenty-first century. Using a diverse range of empirical case studies from Europe, Africa, North Africa and Asia, this book unpacks the different varieties of forms of informal work and entrepreneurship and provides a critical analysis of existing theorisations used to explain such phenomena. Others counter that these industrial jobs offer wage premiums and steady hours. We worked with five Ethiopian industrial firms to randomize entry-level applicants to one of three treatment arms: a job offer; a control group; or an improved self-employment option, $300 grants plus business training. Industrial jobs offered more hours than the informal sector but lower wages, and had little impact on incomes after a year. Most applicants quit the sector quickly, finding industrial jobs unpleasant and risky. Indeed, serious health problems rose one percentage point for every month of industrial work. Meanwhile, the grants stimulated self-employment, raising earnings by 33%. On balance, these Ethiopian industrial jobs appear to be unremarkable low-skill employment options, with serious health risks, that poor people take to cope with bad shocks and avoid when informal employment options are available.
