Though some health and problem-solving measures have been introduced, a focused academic effort to address the problems confronting workers in the unorganised sector, or informal economy, is lacking. The book evaluates workers’ physical and mental health in the context of labour migration, social inclusion of minorities and the differently abled, provisions for women workers, demonetisation, occupational safety for hazardous work, and in connection with various areas of informal work, e.g. agriculture, construction, transportation, sanitation, tanning, the tobacco industry, powerloom industry, surrogacy, and self-employment. It provides a well-rounded description of an analytical reflection on the challenges these workers face and focuses on social policy changes to help alleviate them. Book excerpt: This book examines the transition, transformation and future of the informal sector, informal work and informal workers in India from the perspectives of development economics as well as those of international organisations. Though the informal sector has a long tradition in India, it has been transformed in the wake of neoliberal economic policy. The sector took on new prominence in the 1980s, and has since grown much stronger and established itself as the country’s dominant sector. Several reports on the informal sector appeared during this period, and the status of the sector in India is positioned in the context of this international scenario. The major debate concerns the definition of this sector. While international labour statisticians had suggested a mechanism of definition and measurement of the sector, Indian official statistics took a different approach. The book analytically elaborates the different definitions and measurement controversies in different countries and contextualises the official Indian position. While deliberating on the size, contribution, productivity, and potential of the informal sector, the heterogeneity and decomposition of the sector with respect to these aspects are also suggested. The book develops a political economic interpretation of the historical transition of the informal sector in India, employing heterodox economics as a theoretical basis, with a critical note on standard neoclassical economic analysis. The final part of the book focuses on understanding the development of capitalism in the country under neoliberalism, as that development is crucial to understanding the informal sector in any country, and particularly in India. In the current context, the volume will be of great relevance to researchers, non-government organizations, policy makers and international organisations working on the topic.

Indeed, formalisation policies that do not recognise gendered realities and prevailing socio-economic conditions may be less effective and even counterproductive. This book examines the varying trajectories of formalisation and their impact on women workers in five developing countries in Asia and Africa: India, Thailand, South Africa, Ghana and Morocco. They range from low- to middle-income countries, which are integrated into global financial and goods markets to differing degrees and have varying labour market and macroeconomic conditions. The case studies, using macro and survey data as well as in-depth analysis of particular sectors, provide interesting and sometimes surprising insights. Despite some limited successes in providing social protection benefits to some informal workers, most formalisation policies have not really improved the working conditions of women workers. In many cases, that is because the policies are gender-blind and insensitive to the specific needs of women workers. The impact of formalisation policies on women in developing countries is relatively under-researched. This book provides new evidence that will be applicable across a wide range of developing country contexts and will be of interest to policymakers, feminist economists and students of economics, labour, gender and development studies, public policy, politics and sociology.

Such a call by the ILO is urgent in the context of countries such as India, where the majority of workers are engaged in informal economic activities, and where expansion of informal economic activities is coupled with deteriorating working conditions and living standards. This book explores the informal economic activity of India as a case study to examine typical requirements in the work-lives of informal workers, and to develop a means to institutionalise the promotion of these requirements through labour law. Drawing upon Amartya Sen’s theoretical outlook, the book considers whether a capability approach to human development may be able to promote recognition and work-life conditions of a specific category of informal workers in India by integrating specific informal workers within a social dialogue framework along with a range of other social partners including state and non-state institutions. While examining the viability of a human development based labour law in an Indian context, the book also indicates how the proposals put forth in the book may be relevant for informal workers in other developing countries. This research monograph will be of great interest to scholars of labour law, informal work and workers, law and development, social justice, and labour studies.

Informal employment in unregistered enterprises or of workers without employment contracts or social protection contributions constitutes 88 per cent of employment in India and is a ubiquitous feature of the economy. A large proportion of informal employment (86 per cent) is self-employment and this category of employment has been neglected in the literature on work and development which has focused instead on wage employment that is a contract for work with another person or enterprise. Another striking feature of such economies which the book engages with is that, as they have liberalized, informal employment in the registered enterprises or formal part of the economy has grown. The informal sector has been analyzed by recourse to two major approaches. One is a public economics framework that underlines how informal enterprises evolve as they trade-off reduced access to public services such as contract enforcement with the payment of taxes and regulatory compliances. This book extends this literature by focusing on the access to formal sector credit and its potential for financing productive enterprises as a factor that is considered when an enterprise contemplates whether to incorporate or not. The second leg of the literature takes a labour perspective and emphasizes mandated labour costs such as hiring and firing costs, benefits, and minimum wages as considerations when deciding on whether to engage labour on a formal or informal basis. The book broadens this literature by taking into account how the human capital of workers and the monitoring costs of ensuring that workers are adhering to the terms of negotiated contracts inform the decision with regard to informality. The book will resonate with those academics and policy makers who are engaged with the conundrums of development.

Elaborating on the social profile of the work migrants, the author argues that their identity is shaped by both class and caste relations and, despite action by state agencies, nothing of significance has been achieved to improve their quality of life.
