Book excerpt: The National School Lunch Program is the second-largest government food-assistance program in the United States. Over 80% of all primary and secondary schools participate in the NSLP. Given this influence, it is an interesting question to investigate the effects of school meals on children's food preferences. In addition, considering that children have an impact on family's purchasing decisions as they directly and indirectly influence their parent's decision-making; a secondary goal of this study is to explore how children influence the family's grocery shopping. Data for this research was collected using a survey completed by school children and their parents. A convenience sample of one hundred and sixty-three matched pairs of 4th and 5th graders and their parents was collected. Results showed that although the school meal is consumed frequently, the quality is not as rated as high as home foods. Other responses indicate children play an important role in the family purchase decision, and the different children's resource\U+2014\children's contribution towards housework, grade and their knowledge has a significant correlation with the degree of children's influence.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. is the world's largest economy, accounting for about 20% of world Gross Domestic Product (GDP). With a high income and a mature welfare system, households in the U.S. should have enough food and healthy diets, especially for children. However, the U.S. Department of Agriculture (USDA) reported that 9.8% of households with children were considered food insecure in 2010. The National School Lunch Program (NSLP) is the second largest federally assisted food program and aims to provide nutritious, well-balanced lunches for school-age children. This thesis examined the association between NSLP participation and children's food security, using the third School Nutrition Dietary Assessment study (SNDA-III). An 18-item household module was used to measure the food security status of children. An ordered probit model was estimated using a two-stage instrumental variable approach in order to address the endogeneity of program participation. We found that students with enough time to eat lunch were 12% more likely to participate in NSLP. Student participation in NSLP was also influenced by the receipt of free/reduced priced meals, being elementary or middle school age, residing in rural area, parents' having a lower education level and living in a single parent household with one employed parent or in two-parent household with both parents employed. The second stage of the model indicates that receipt of free/reduce price meals, household structure and employment, school level, race, and education have significant effects on food security status. Moreover, we found that children from marginally food-secure households have characteristics similar to those from food insecure households rather than highly food-secure households. After controlling for the endogeneity of program participation, we could not find evidence to support program participation having a significant effect on children's food security. To confirm our findings we used adult and child food security modules as alternative food security measures. A bivariate probit model was estimated as an alternative model, but there was still no significant association between NSLP and food security status. A possible reason that NSLP has no effect on food security was that participating children did not intake significantly more calories from school lunch.

Book excerpt: The National School Lunch and School Breakfast Programs, administered by the Food and Nutrition Service (FNS) of the U.S. Department of Agriculture (USDA), are key components of the nation's food security safety net, providing free or low-cost meals to millions of schoolchildren each day. To qualify their children each year for free or reduced-price meals, many families must submit applications that school officials distribute and review. To reduce this burden on families and schools and to encourage more children to partake of nutritious meals, USDA regulations allow school districts to operate their meals programs under special provisions that eliminate the application process and other administrative procedures in exchange for providing free meals to all students enrolled in one or more school in a district. FNS asked the National Academies' Committee on National Statistics and Food and Nutrition Board to convene a panel of experts to investigate the technical and operational feasibility of using data from the continuous American Community Survey (ACS) to estimate students eligible for free and reduced-price meals for schools and school districts. The ACS eligibility estimates would be used to develop "claiming percentages" that, if sufficiently accurate, would determine the USDA reimbursements to districts for schools that provided free meals to all students under a new special provision that eliminated the ongoing base-year requirements of current provisions. Using American Community Survey Data to Expand Access to the School Meals Program was conducted in two phases. It first issued an interim report (National Research Council, 2010), describing its planned approach for assessing the utility of ACS-based estimates for a special provision to expand access to free school meals. This report is the final phase which presents the panel's findings and recommendations.
