The initial results of the program are assessed, and alternative explanations of the decline in output are considered.

First, reflecting the transition to a market economy, Polish inflation has been marked by significant changes in relative prices. Second, as wage and price indexation takes root, the inflationary effect of shocks to relative prices is magnified. Third, lagging structural reform, including the failure to extend hard budget constraints to all sectors of the economy, makes monetary policy less effective. Reduced money supply growth with structural reform offers the best prospect for moving to low inflation.

The paper reviews the economic policies underlying the dramatic drop in inflation during those years as well as other variables that facilitated the disinflation and notes that the adjustment of fiscal fundamentals as the driving force behind the disinflation, while nominal anchoring arrangements played a less prominent role. This was contrary to developments in countries, for example, in Latin America, that had experienced high inflation for a long period of time.

The book evaluates an international financial system development potential in the context of "corporate crises" started in the USA and a probable impact on international financial markets and business activities. With the introduction of the Euro, a "new three-pole world currency system" was established. In this connection, two quite sensational forecasts made during the last two years regarding the collapse of the US Dollar are analyzed. These forecasts make a pretty "gloomy picture" of the future of both the US Dollar and the international monetary system. The book draw reader's attention to global exchange rate instability and its implications for Georgia. It is demonstrated that as a small economy, Georgia cannot have any substantial influence on global economic developments; however, if it succeeds to pursue more-or-less reasonable economic policy, it may generate some positive results, or at least minimize negative ones.

Hardly any better example of mutual influence and co-determination between political action and economic behavior can be conceived than the historic transformation of a politically supercharged and embedded system into an economically more autonomous and predisposed one. While in communism the political sphere was more important than the economic one, it is not to say that in capitalism it is exactly the other way round. The interplay between politics and economics in capitalism is more subtle, stochastic, nuanced and balanced. What is important here is that transition, as a process of transforming a closed and exclusionary totalitarian system into an open and more inclusive, democratic polity, involves the restoration of relative autonomy for institutions in all spheres of societal existence, economy, politics, science, education, culture, law, religion, ethics, etc. Structural reforms, implemented throughout the protracted and still ongoing period of transition, have been aiming at achieving this delicate separation by a tremendous amount of deliberate institution building which requires highly professional and deeply political societal governance.? Book excerpt: The author develops, and applies a macroeconomic framework to ascertain the influence of domestic disequilibria, and external shocks on inflation dynamics in Uzbekistan. Using quarterly data for the period 1994:01 to 2000:03, he estimates several "long-run" relationships for the goods, money, and foreign exchange markets of Uzbekistan, which are characterized by multiple exchange rates, import restrictions, and other domestic administrative controls. The empirical estimates, which use error correction mechanisms for different markets, show that domestic monetary, and output developments, and changes in the official exchange rate, compared with the parallel market rate, have had a significant influence on the short-run behavior of the foreign exchange market in Uzbekistan. Furthermore, disequilibria in the product, and money markets are the major forces driving short-run inflation dynamics in Uzbekistan. It should be noted that the study has been constrained by both the quantity, and the quality of quarterly data available for the Uzbekistan economy.

Book excerpt: This paper analyzes the growth and stabilization experience in 26 transition economies in eastern Europe, the former Soviet Union, and Mongolia for the period 1989-1994. Inflation rates have declined significantly in most countries following an inflation stabilization program. Growth resumes after stabilization occurs, typically with a lag of about two years. Reducing inflation thus appears to be a precondition for growth. An econometric analysis of the short-run determinants of inflation and growth illustrates the key roles of fixed exchange rates, improved fiscal balances, and structural reforms in spurring growth and lowering inflation, and confirms that inflation stabilization programs have been beneficial for growth even after controlling for structural reforms.
