For example, the 'Paying the Price' consultation exercise on sex work in 2004, and recent legislation around sex crimes, including the Sex Offences Act (2003). This is a multi-disciplinary, social scientific, pro-feminist collection, which draws upon practice, empirical research, documentary analysis and overviews of research in the areas of sex work and sexual violence. Within Sex as Crime there are two distinct sub-sections: 'Sex for Sale' and 'Sex as Violence', but the broader and overriding link of sex as crime remains a paramount theme that spans the collection. Chapters include discussions of the impact of new regulations on street sex workers, and of street sex work on community residents, the use of the internet by men who pay for sex and men who sell it, sexual violence and identity, sex crimes against children and protecting children online and working with sex offenders. Other chapters explore reasons for such offending behaviour.

Book excerpt: In the mid-nineteenth century many parts of England and Wales were still subjected to a system of regulated prostitution which, by identifying and detaining for treatment infected prostitutes, aimed to protect members of the armed forces (94 per cent of whom were forbidden to marry) from venereal diseases. The coercive nature of the Contagious Diseases Acts and the double standard which allowed the continuance of prostitution on the ground that the prostitute 'herself the supreme type of vice, she is ultimately the most efficient guardian of virtue', aroused the ire of many reformers, not only women’s rights campaigners. Paul McHugh analyses the social composition of the different repeal and reform movements – the liberal reformists, the passionate struggle of the charismatic Josephine Butler, the Tory reformers whose achievement was in the improvement of preventative medicine, and finally the Social Purity movement of the 1880s which favoured a coercive approach. This is a fascinating study of ideals and principles in action, of pressure-group strategy, and of individual leaders in the repeal movement’s sixteen year progress to victory. The book was originally publised in 1980.

Book excerpt: With much recent work in Victorian studies focused on gender and class differences, the homogenizing features of 19th-century culture have received relatively little attention. In Making a Social Body, Mary Poovey examines one of the conditions that made the development of a mass culture in Victorian Britain possible: the representation of the population as an aggregate—a social body. Drawing on both literature and social reform texts, she analyzes the organization of knowledge during this period and explores its role in the emergence of the idea of the social body. Poovey illuminates the ways literary genres, such as the novel, and innovations in social thought, such as statistical thinking and anatomical realism, helped separate social concerns from the political and economic domains. She then discusses the influence of the social body concept on Victorian ideas about the role of the state, examining writings by James Phillips Kay, Thomas Chalmers, and Edwin Chadwick on regulating the poor. Analyzing the conflict between Kay's idea of the social body and Babbage's image of the social machine, she considers the implications of both models for the place of Victorian women. Poovey's provocative readings of Disraeli's Coningsby, Gaskell's Mary Barton, and Dickens's Our Mutual Friend show that the novel as a genre exposed the role gender played in contemporary discussions of poverty and wealth. Making a Social Body argues that gender, race, and class should be considered in the context of broader concerns such as how social authority is distributed, how institutions formalize knowledge, and how truth is defined.
