Book excerpt: In October 1987 on the eve of the Washington summit, the Committee on Atlantic Studies, a group of European and North American scholars established in 1964 to promote transatlantic dialogue, met in Toronto to discuss the implications of the new arms control for European security. This book is the fruit of that meeting. Incorporating subsequent developments, up to Gorbachev's December 1988 speech to the U.N., it provides a timely assessment of arms control issues from a variety of European and North American perspectives. The contributors to this volume council caution, suggesting that while progress is possible, it will probably be slow. At a time when arms control has arrived at a significant crossroads, the issues raised in Arms Control and European Security are of critical importance to both Europeans and Americans. This volume stresses the interplay of strategic and regional arms control. It includes analyses of nuclear, conventional, and naval arms control questions and embodies a broader conception of arms control. Walter Laqueur and Leon Sloss, therefore, deserve credit not just for the quality of the analysis in this superb book but also for the timeliness of its appearance. As Laqueur says in his chapter "Touring the Western European Defense Hori zon," if the likely development of European defense policies is not particularly reassuring, at least it gives no grounds for despair. The list of problems we face is a daunting one. First there is the spiralling cost of defense expenditures, particularly in the absence of significant NATO or inter-European cooperation. This is particu larly serious in light of the reluctance to increase, or even maintain, current expen ditures in the midst of Mikhail Gorbachev's "peace offensive" and the extraordinary changes in Eastern Europe, both of which have had a dramatic impact on Western public opinion. There is also a problem in the perceived relative economic decline of the United States vis-a-vis Western Europe and Japan, which only exacerbates calls to reduce the number of American troops in Europe. Other dangers to the political cohesion and military credibility of the alliance include demographic trends that threaten current manpower levels, transatlantic acrimony over the burden-sharing issue, and political pressures (particularly in West Germany) toward denucleariza tion and even neutralism.

It contributes to the constructivist research program in two ways. First, it develops a speech act model of social interaction to illustrate constructivist arguments and second, it develops a constructivist theory of security dilemmas that suggests practical ways to resolve them. The substantive conclusion of the book is that the dominant understanding of the end of the Cold War (the buildup argument) is not correct as it advocates policies that tend to perpetuate conflicts. Instead this book argues that the 'new thinking' explanation is more coherent and suggests improved practical ways to resolve other security dilemmas.

Book excerpt: In Unraveling the Gray Area Problem, Luke Griffith examines the US role in why the Intermediate-Range Nuclear Forces (INF) Treaty took almost a decade to negotiate and then failed in just thirty years. The INF Treaty enhanced Western security by prohibiting US and Russian ground-based missiles with maximum ranges of 500 to 5,500 kilometers. Significantly, it eliminated hundreds of Soviet SS-20 missiles, which could annihilate targets throughout Eurasia in minutes. Through close scrutiny of US theater nuclear policy from 1977 to 1987, Griffith describes the Carter administration's masterminding of the dual-track decision of December 1979, the North Atlantic Treaty Organization (NATO) initiative that led to the INF Treaty. The Reagan administration, in turn, overcame bureaucratic infighting, Soviet intransigence, and political obstacles at home and abroad to achieve a satisfactory outcome in the INF negotiations. Disagreements between the US and Russia undermined the INF Treaty and led to its dissolution in 2019. Meanwhile, the US is developing a new generation of ground-based, INF-type missiles that will have an operational value on the battlefield. Griffith urges policymakers to consider the utility of INF-type missiles in new arms control negotiations. Understanding the scope and consistency of US arms control policy across the Carter and Reagan administrations offers important lessons for policymakers in the twenty-first century.
