Nevertheless, the modern RMA debate largely neglects this model in the pursuit of a panacea for the future. Returning to the fundamental traditions that once defined the RMA debate, this monograph introduces a paradigm that melds the essence of Roberts? holistic approach with the theory of punctuated equilibrium, a biological model for evolutionary development hypothesized by Niles Eldredge and Steven Gould in 1972. Their model, which countered the very soul of Darwinian evolution, proved both accurate and versatile and was quickly adapted in the fields of finance, business, and organizational theory. In the pages that follow, the author redefines the history of military revolutions within the context of Punctuated Revolutions in Military Affairs, in which military revolution occurs in bursts of rapid change punctuated by relatively long periods of equilibrium, or international symmetry. The utility of this new paradigm is twofold: first, punctuated equilibrium presents an analytical model for the examination of historical military revolutions consistent with Michael Roberts original thesis; second, punctuated equilibrium defines history within the context of patterns of change and is, therefore, predictive in nature. Ultimately, this monograph posits the present state of military affairs within the continuum of Punctuated Revolutions in Military Affairs, offering a glimpse into the future of what may come to be.

Only a handful of publications consider the military revolution and the RMA in tandem. This book breaks new ground conceptually and appeals to an exceptionally large and diverse readership. Comparative revisionist studies of the military revolution and RMA better enable us to comprehend the historical continuum and reveal the new RMA for what it is. And for what it is shortly to become. This book presents original contributions within the "epicentre" of the military revolution debate, the 1500s, with an emphasis on gunpowder revolution (offensively and defensively). The connections with the Revolution in Military Affairs are then made explicit by scholars, a practitioner, and an analyst, with an emphasis on airborne lethal autonomous weapons systems. This is a chronologically broad and unique methodological approach to a historical debate that begs for clarification as we enter an era where killer robots will almost certainly take from humans their monopoly on violence.

Characterized as friction and the fog-of-war by the Prussian military theorist Carl von Clausewitz, such conditions impair institutional cognition in real-time conflict and pose a real and continuing threat to organizations, such as the US military. In a linked collection of formal essays and a mathematical appendix, the book explores different aspects of cognitive and evolutionary process as conducted under the direction of doctrine that acts as a kind of genome for retention of what is learned through Lamarckian evolutionary selection pressures: armies and corporate entities learn from conflict, and incorporate that learning into their ongoing procedures. The book proposes models and policy solutions for strategic competence. A central feature of the book is a formal description of the famous OODA loop of the US military theorist John Boyd in terms of the Data Rate Theorem that links control and information theories. That description is expanded to cover more fully the impact of stochastic fog-of-war effects on tactical and operational scales of conflict. Subsequent chapters examine in more detail the role of doctrine, and the particular effect of embedding culture on cognitive and Lamarckian evolutionary processes associated with conflict on tactical, operational, and strategic scales and levels of organization. Lacking trained military engineers, the Americans relied heavily on foreign officers, mostly from France, for sorely needed technical assistance. Native Americans joined the foreign engineer officers to plan and carry out offensive and defensive operations, direct the erection of fortifications, map vital terrain, and lay out encampments. During the war Congress created the Corps of Engineers with three companies of engineer troops as well as a separate geographer's department to assist the engineers with mapping. Both General George Washington and Major General Louis Lebéque Duportail, his third and longest serving Chief Engineer, recognized the disadvantages of relying on foreign powers to fill the Army's crucial need for engineers. America, they contended, must train its own engineers for the future. Accordingly, at the war's end, they suggested maintaining a peacetime engineering establishment and creating a military academy. However, Congress rejected the proposals, and the Corps of Engineers and its companies of sappers and miners mustered out of service. Eleven years passed before Congress authorized a new establishment, the Corps of Artillerists and Engineers.

Thompson focus on two themes: the rise and fall as well as the relative decline of major world powers over the past five hundred years, and the way in which these processes have set the stage for the outbreak of global war. Their interdisciplinary approach encompasses political science, economics, sociology, geography, and history. The most significant wars occur when regional leaders—historically in Western Europe—challenge global leaders. By studying the wars of Napoleon, Louis XIV, Phillip II and the Italian/Indian Ocean wars of the sixteenth century through World Wars I and II to the present, the authors challenge the long-held idea that prosperity leads to over-consumption and underinvestment and thus decline—a theory, traceable to ancient times, that remains the principal explanation for global decline today. Arguments about global structural change and its implications abound, but rarely is the abstract translated into concrete historical terms with emphases on specific actors and empirical documentation. Rasler and Thompson reinterpret the past five hundred years of major-power warfare and provide extensive tests of the eighteen generalizations critical to their argument. They conclude that those who argue that global war and repositioning are no longer a concern among the major powers lack critical understanding of the behavior that contributes to such conflict.
