Book excerpt: While there are many factors that determine the quality of a public school, inequitable and insufficient school funding is a major obstacle to improving public education for all children. When it comes to funding public education, Illinois has a serious problem. Not only does the state limit its commitment to adequately fund public schools, but it also puts the burden of funding on local school districts. As a result, there is a wide disparity between wealthy and poor districts. Additionally, the lack of adequate funding has resulted in local school districts running up huge deficits and debts, forcing almost 80 percent of all school districts in Illinois to operate in the red today. Because of its funding crisis and the way in which the state chooses to fund its public education, Illinois schools are struggling financially and are forced to make impossible choices that lower the quality of education they provide. Local districts have had to close schools, eliminate teaching positions, increase class sizes, eliminate support services like teachers' aides, and reduce extracurricular and athletic options for students. While these cuts are an effort to save money, they come at the cost of a quality education. Since education in Illinois is already polarized by wealthy and poor districts, students in predominantly low-income schools are going to fall further behind. Education is often viewed as the great equalizer, creating equal opportunities for all students to develop into participatory and responsible citizens, regardless of ethnicity, race or socioeconomic backgrounds. However, in Illinois, this is clearly not the case. Quality education is available to those who can afford it rather than an opportunity for all students. Critics of the state's school funding system argue that the funding mechanism does not support the goals of NCLB. Instead, by favoring the wealthier school districts, Illinois leaves the poor ones behind to be penalized under NCLB's rigorous accountability measures. This inequity will severely impact the state in the long run, creating an ill-prepared, less-educated workforce. Rather than addressing the funding problems and educational inequities that have plagued the state's public schools for decades, the state continues to tragically turn its back on the majority of Illinois' school children. While many factors affect education quality, adequate funding is absolutely necessary to guarantee a quality education. By reforming Illinois' tax system and reducing its reliance on local property taxes, the state can make meaningful progress toward providing every child with a high-quality public education regardless of his or her address.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: This dissertation critically analyzes the federal and state court cases relative to school funding inequity in Illinois, specifically concerning the principles of fundamental right and equality of educational opportunity. Using Critical Legal Studies as a theoretical influence, in particular the more spiritual approach to legal analysis advocated by theorists such as Peter Gabel and his suggestion concerning the presence of a Higher Law, it suggests an alternative jurisprudence has and can be embraced in such cases where these principles have been rejected.

Book Beliefs About Inequality

Available in PDF, EPUB and Kindle. Book excerpt: Motivated by the desire to explain how Americans perceive and evaluate inequality and related programs and policies, the authors conducted a national survey of beliefs about social and economic inequality in America. Here they present the results of their research on the structure, determinants, and certain political and personal consequences of these beliefs. The presentations serve two major goals; to describe and explain the central features of Americans' images of inequality. Beliefs About Inequality begins with a focus on people's perceptions of the most basic elements of inequality: the availability of opportunity in society, the causes of economic achievements, and the benefits and costs of equality and inequality. The book's analysis of the public's beliefs on these key issues is based on fundamental theories of social psychology and lays the groundwork for understanding how Americans evaluate inequality-related policies. The authors discuss the ultimate determinants of beliefs and the implications of their findings for social policies related to inequality. They propose that attitudes toward economic inequality and related policy are influenced by three major aspects of the current American social, economic, and political environment: a stable "dominant ideology" about economic inequality; individuals' social and economic status; and specific beliefs and attitudes, often reflecting "social liberalism" shaped by recent political debates and events. "a superb piece of scholarship, combining substantive ambition and theoretical depth with analytical clarity and sophistication."--Public Opinion Quarterly James R. Kluegel is chairman of the Department of Sociology at the University of Illinois at Urbana-Champaign. He is the author of Evaluating Contemporary Juvenile Justice. Eliot R. Smith is professor of psychology at Indiana University. He is the author of Social Psychology.

Available in PDF, EPUB and Kindle. Book excerpt: America's economy does not currently live up to our country's core values. We are a nation founded on the ideals of coming together across differences to forge a common future. Yet over the past fifty years, our economy has been pulling us apart at unprecedented rates. By allowing top income earners and the wealthiest Americans to hoard wealth like almost never before, we belie what makes our country great. This is a threat to our well-being, our democracy, and our values. Brian C. Johnson combines accessible scholarship on wealth and income inequality in America with deeply personal accounts of six Americans of diverse backgrounds who are each wrestling with what it means to survive and thrive in this new economic world. In so doing, he offers a solution that is as visionary as it is practical. Dubbed the Citizen Dividend, this revolutionary model assumes that economic growth is built off of the wealth we have created together as a country, and together we all reap its benefits. In Our Fair Share, Johnson lays the groundwork for implementing this solution, detailing what the Citizen Dividend is, offering examples of similar existing models, outlining the benefits of such systems, tackling some of the common concerns that arise, and offering a path toward making it a reality. Ultimately, Our Fair Share calls on each of us to claim what is uniquely American, building a common future that embraces and celebrates our differences. This is our revolutionary inheritance. May we all benefit from it.
