The analysis uses several tools, including comparison of the distributions of early risks and outcomes across circumstance groups; estimation of the human opportunity index; measurement of the relative contributions of circumstances to inequality of opportunity; and decomposition of changes in inequality of opportunity and factors driving them over time. Egypt has made significant progress in the availability of and access to basic services for children and mothers, in some cases with an overall pro-poor effect. In particular, appreciable improvements have been made in healthcare utilization before and during pregnancy and immunizations. As a result, there has been a decline in inequality of opportunity over the past decade, largely attributable to increased coverage by basic services rather than through redistributive effects. However, there are areas of persistent and emerging concerns, including postnatal care utilization, nutrition, and schooling. Nutrition indicators have deteriorated during the 2000s, affecting a quarter of children regardless of their circumstances. Wide disparities in school enrollment persist, notably at the higher levels. Large regional disparities in access to basic infrastructure exist, with Upper Egypt and the Frontier Governorates lagging the rest of the country. Family background, especially parents' education and wealth, and geographic factors are key factors affecting child development outcomes in Egypt. While interventions targeted at the less advantaged circumstance groups may offer significant potential for enhancing overall equity in postnatal care utilization and schooling, a more inclusive approach would be needed to improve child nutrition outcomes.

Book excerpt: This paper estimates inequality of opportunities among Egyptian children over time between the years 2000 and 2008 using Egypt Demographic and Health Surveys. The Human Opportunity Index (HOI) is calculated across four categories of access to services, including health utilization, nutrition, basic infrastructure services and school enrolment. Over these years, Egypt implemented several policies in the health and education sectors that improved the access of children to services through the nation-wide Family Health Model (FHM), as well as through a social marketing campaign to promote iodized salt. This paper finds improvements in the Human Opportunity Index linked to such policies, with HOI increasing from 38.8 to 67.7 for instance for the probability of blood sample being taken from mother during pregnancy, and from 37.6 to 63.4 for births taking place in public or private health facilities. Increases in overall coverage of health services were responsible for improvements in the HOI. However, in terms of malnutrition, indicators have deteriorated during this time period, with HOI for not being stunted decreasing from 78.2 to 74. The decomposition of the HOI finds that the probability of malnutrition among Egyptian children is not closely linked to family circumstances, contrary to what one might expect, calling for more supply-side (and less targeted) efforts to reduce malnutrition for all Egyptian children.

Book excerpt: Egypt's children and youth, representing more than one-third of the country??s population and its future, face several significant challenges, as shown by higher child poverty rates and unequal access to basic services. The objective of this report is three-fold: (i) to analyze the extent of inequality of opportunity among Egyptian children; (ii) to inform government policy on how success in life is influenced by factors predetermined at birth; and (iii) to identify policies and interventions that may contribute to improving equality of opportunity. The underlying premise is that ensuring equality of opportunity entails leveling the playing field in such a way that every child, regardless of the circumstances of his/her birth, will have an equal chance to succeed in life. This report analyzes the extent of provision of equal access to basic opportunities to all children (including healthcare, education, clean water and sanitation), and identifies the main circumstances that affect it and therefore determine human development outcomes. The analysis in this report builds on the concepts and ideas developed in the World Development Report (WDR). The findings are aimed at supporting debates and discussions, within and outside the Government of Egypt, on the need to ensure equality of opportunity, to contribute to the development of policies and institutions for children and youth, and to provide an improved sense of hope and social justice for the future and help build a more equitable society in the post-Mubarak era. The report is structured as follows: section one presents the background and motivation for the study; section two deals with early risk factors and associated health and education outcomes for children; and section three presents the estimates of inequality of opportunity among children. Details about the data sources and various analyses presented are included in the annexes.

The third paper, by Paolo Verme, studies facts and perceptions of inequality during the 2000-2009 period, which preceded the Egyptian revolution. The fourth paper, by Sahar El Tawila, May Gadallah, and Enas Ali A.El-Majeed, assesses the state of poverty and inequality among the poorest villages of Egypt. The paper attempts to explain the level of inequality in an effort to disentangle those factors that derive from household abilities from those factors that derive from local opportunities. Inside Inequality in the Arab Republic of Egypt provides some initial elements that could explain the apparent mismatch between inequality measured with household surveys and inequality aversion measured by values surveys. This is a particularly important and timely topic to address in light of the unfolding developments in the Arab region. Examination of three cohorts of individuals aged 21 to 24 (born between 1964 and 1967, 1974 and 1977, and 1982 and 1985) shows that access to education has substantially improved during the last three decades. Completion rates increased by more than 60 percent at the preparatory level and 70 percent at the secondary level and the college completion rate more than doubled. However, significant inequities remain in access to education and educational outcomes. The fraction of never enrolled among the cohorts is still large, affecting more girls than boys, more rural than urban areas, and more children of parents with lower level of education and in elementary occupations, such as subsistence agriculture. The analysis of test-scores from the Trends in International Mathematics and Science Study (TIMSS) and national examinations shows that more than a quarter of learning outcome inequality is attributable to circumstances beyond the control of a student, such as parental education, socioeconomic background and place of birth. In Egypt, inequality of opportunity in learning outcomes emerges early and builds up progressively throughout the education levels. Access to higher education continues to remain significantly lower for children from rural areas and for those whose parents have a low level of education or are engaged in elementary occupations. Tracking into vocational and general secondary schools, which depends on a high-stakes national examination, and high and unequal levels of household expenditures in private tutoring substantially contribute to unequal learning outcomes.

Book excerpt: This paper provides relevant indicators and measurements useful for public policies seeking the expansion of equitable human development opportunities for Egyptian children and youth. To measure equitable access to opportunities, the authors use the Human Opportunity Index to examine the evolution of 16 basic opportunity indicators grouped in four sectors: education, basic housing services, early childhood development, and nutrition and hunger. The main findings show that during the last decade most opportunities for children and youth improved unambiguously,for the first two sectors, but were stagnant for nutrition and early childhood development opportunities. Although the urban-rural and interregional gaps were partially reduced, there are still substantial opportunity gaps between children in favorable and unfavorable circumstances. Parents' education, income per capita, urban-rural location, number of siblings, and regional location, are the five most important factors affecting equality of opportunity, although their impact varies across indicators.

Book excerpt: Eruptions of Popular Anger: The Economics of the Arab Spring and Its Aftermath sets out to answer three puzzles—the “Arab inequality†? puzzle of civil uprisings in countries with low-to-moderate and stagnant economic inequality, the “unhappy development†? paradox of increasing dissatisfaction at a time of moderate-to-rapid development, and the paradox of political violence in middle-income countries. The book’s empirical investigation rules out high and rising inequality as a reason for the Arab Spring uprisings. It shows that the real problem was the erosion in middle-class incomes and the growing dissatisfaction with the quality of life, the shortage of formal sector jobs, and corruption. Frustration was particularly high among the young, educated, middle-class residents in urban areas. The old social contract, which had delivered development results in the past and under which Arab governments provided public-sector jobs and subsidized services in return for subdued voice, was unsustainable and malfunctioning. The public sector could no longer be the employer of choice, but the private sector did not generate enough formal sector jobs, because of distortions that constrained its growth and policies that offered advantages to a few firms with political connections, limiting competition and private investment. The breakdown in the social contract increased the premium on freedom and created impetus for political change. This report shows that the Arab Spring revolutions and the subsequent spread of violence and civil wars in the post†“Arab Spring Middle East and North Africa region can be traced to the broken social contract, institutional weaknesses, and regional divisions in societies polarized along ethnic and sectarian lines. The Arab Spring and its aftermath indicate the need for a new social contract under which governments promote private-sector job creation, design public services in a way that holds providers accountable to beneficiaries, and promote inclusion and good governance.
