Book excerpt: This book examines an important type of regional organizations called Metropolitan Planning Organizations (MPOs). The primary function of these organizations is the programming, funding, and construction for the bulk of surface transportation projects in the United States. The main finding is that the preference structure of the representatives (whether local or regional) not only predicts whether the bulk of projects have a local or regional focus, but also the transportation mode selected (e.g. rail or highway). The main finding is that the MPOs ability to cooperate on a regional basis is hindered by their unbalanced governing boards, which favor the one-territory one-vote notion of equality over the one-person. This then creates a mismatch between the type of transportation projects constructed and the overall needs of the community at large.

Available in PDF, EPUB and Kindle. Book excerpt: This dissertation explores various environmental and health consequences of public infrastructure and transportation. It consists of three chapters. The first investigates the impact of government highway expenditure on emissions from freight and passenger vehicles. I develop a general equilibrium model to show that government highway expenditure increases passenger and freight emissions through raising speeds of travel which, in turn, induces more vehicle mileage on highways. Guided by theoretical results, I use an instrumental approach to estimate the induced carbon dioxide emissions of highway spending with a system of two equations. My empirical results confirm the theoretical findings. Moreover, the elasticity of highway spending to freight emissions is around two times higher than that to passenger emissions. In the second Chapter, I study the effect of Uber's entry on alcohol-related behaviors across major U.S. metropolitan areas. With a difference-in-difference method, I identify that the introduction of Uber has a positive and significant effect on the intensive margin of alcohol consumption, measured by binge drinking. However, there is no impact of Uber on the extensive margin, measured by the number of drinking days, and drunk driving for the average adults. I further investigate the effect of Uber's entry on drunk driving through the path of binge drinking. It indicates that the introduction of Uber might indirectly increase drunk driving by increasing binge drinking. My last Chapter analyzes the effect of traffic-related emissions on adult patients with asthma across various metropolitan areas in the U.S. outside of California. To address the potential endogeneity issues, I use highway density as an instrument for NO2 concentrations. My results show that NO2 has no general impact on asthma patients in my full-sample areas, but it can exacerbate those patients' asthma conditions in hot areas. The disparity across regions in the U.S. outside of California indicates a need for adjusting the current regulations on vehicle emissions.

As a result, state and local governments will likely shoulder a larger portion of the costs of building and maintaining roads and highways. Like the federal government, however, many states do not employ their transportation revenues as efficiently as they could. In this study, we explore changes states could make to allow surface transportation dollars to go further, thereby better serving taxpayers and road users alike. Specifically, we examine how states can reduce costs created by regulations, can better allocate transportation funds to their most highly valued use, and can strengthen the link between driversņ willingness to pay and the amount spent on transportation infrastructure. We also explore the role that changes in incentives could play in reducing congestion; improving development patterns; and contributing to a more efficient mix of streets, roads, and public transportation infrastructure.

Such proposals are often motivated by the belief that our infrastructure is crumbling, that infrastructure causes economic growth, that current funding regimes disadvantage rural drivers at the expense of urban public transit, or that capacity expansions will reduce congestion. In fact, most US transportation infrastructure is not deteriorating and the existing scientific literature does not show that infrastructure creates growth or reduces congestion. However, current annual expenditure on public transit buses exceeds that on interstate construction and maintenance. A careful examination of how funding is allocated across modes is suggested by the evidence. Massive new expenditures are not.
