For a laboratory that began the decade in search of a well-defined mission and being offered up for cleanup and closure, the 2000s saw a dramatic turnaround. As the last century ended, Idaho's national laboratory was still known as the Idaho National Engineering and Environmental Laboratory (INEEL), the last "e" in the acronym symbolizing the fact that the majority of the lab's budget came from the Department of Energy's Environmental Management program. As the new century progressed, however, the department merged INEEL and Argonne National Laboratory-West (ANL-W) into one unified "INL." The result was a nearly billion dollar a year entity that led the newly-revitalized interest in nuclear power, in a country trying to cope with the specter of global warming and rising carbon emissions. To accommodate this growing mission and revitalize a laboratory that had not seen much in the way of new infrastructure over the past 20 years or so, the Department of Energy and Congress invested over $900 million in the lab through the Idaho Facilities Management Fund. That money was spent upgrading the infrastructure at the Advanced Test Reactor Complex and the Materials and Fuels Complex at the desert site, and at the Research and Education Campus in Idaho Falls - the three areas where the INL's primary nuclear energy research mission is carried out.

INEL is a multiprogram, laboratory site of the US Department of Energy (DOE). Overall site management is provided by the DOE Field Office, Idaho; however, the DOE Field Office, Chicago has responsibility for the Argonne National Laboratory-West facilities and operations through the Argonne Area Office. In addition, the Idaho Branch Office of the Pittsburgh Naval Reactors Office has responsibility for the Naval Reactor Facility (NRF) at the INEL. The assessment included all DOE elements having ongoing program activities at the site except for the NRF. In addition, the Safety and Health Subteam did not review the Westinghouse Idaho Nuclear Company, Inc. facilities and operations. The Tiger Team Assessment was conducted from June 17 to August 2, 1991, under the auspices of the Office of Special Projects, Office of the Assistant Secretary for Environment, Safety and Health, Headquarters, DOE. The assessment was comprehensive, encompassing environmental, safety, and health (ES H) disciplines; management; and contractor and DOE self-assessments. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal INEL site requirements was assessed. In addition, an evaluation of the adequacy and effectiveness of the DOE and the site contractors management of ES H/quality assurance programs was conducted.

The BSAF is a facility safety reference document for INEL environmental restoration activities including environmental remediation of inactive waste sites and decontamination and decommissioning (D & D) of surplus facilities. The BSAF contains safety bases common to environmental restoration activities and guidelines for performing and documenting safety analysis. The common safety bases can be incorporated by reference into the safety analysis documentation prepared for individual environmental restoration activities with justification and any necessary revisions. The safety analysis guidelines in BSAF provide an accepted method for hazard analysis; analysis of normal, abnormal, and accident conditions; human factors analysis; and derivation of TSRS. The BSAF safety bases and guidelines are graded for environmental restoration activities.
