Governments around the world are deeply divided about the proper role of industrial policy, with some politicians arguing for hands-off governance and others supporting government intervention to promote "national champions"-- firms that receive government support for both political and economic reasons. In this volume, prominent economists present the pros and cons of government support for national champions. The contributors use the rigor of economic models in their studies, offering a quantitative perspective that complements and extends existing qualitative studies, and focus on issues emerging from the European Union's substantial degree of market integration. Many arguments in favor of champions-promoting policies are made in a dynamic context, so the book first presents chapters that take a dynamic economy view, then presents chapters that examine the political economy of the decision process, and finally, offers "classical" static equilibrium arguments. The richness of the different models provides a deeper understanding of industrial policy than could any model alone. What becomes clear from these different perspectives nevertheless is that it is difficult to make a general case in favor of policies promoting national champions on purely economic grounds and that these policies are best understood in political terms.

With historical precision and ethnographic detail, Silvia Lindtner reveals how a growing distrust in Western models of progress and development, including Silicon Valley and the tech industry after the financial crisis of 2007–8, shaped the rise of the global maker movement and the vision of China as a “new frontier” of innovation. Lindtner’s investigations draw on more than a decade of research in experimental work spaces—makerspaces, coworking spaces, innovation hubs, hackathons, and startup weekends—in China, the United States, Africa, Europe, Taiwan, and Singapore, as well as in key sites of technology investment and industrial production—tech incubators, corporate offices, and factories. The impact of the international financial crisis on China’s economic development requires a change from the first wave of economic globalization oriented toward exports to the second wave of economic globalization characterized by expanding domestic demand. Taking this economic aspect into consideration, the following are proposed in this book: 1) expansion of the level of openness in the process of increasing domestic demand means shifting the industrial focus from manufacturing to the service industry; 2) promotion of the globalization of local services should be based on the globalization of local manufacturing; 3) the Yangtze River Delta region should aim at its own strategic positioning under new, changed circumstances and should achieve modernization in advance with the concept of integrative development; 4) Establishment of a support system is essential meanwhile for this area to develop an innovative economy and to promote the transition from manufacturing to promoting emerging industries, including a modern service industry. The book has an underlying concept, namely, that the key to economic transformation is to start the development of modern services and that only by transforming the development pattern of the service industry can the transition and upgrade of the economy be effectively achieved. For this purpose further urbanization and advancing the transformation from low-tech to high-tech industries by the effective development of industrial clusters is advocated. To ensure that these conclusions are based on a solid analysis, the authors draw heavily upon empirical analyses employing modern econometric methods and make use of economic theories such as endogenous growth theory and spatial economic theory.

Europe faces significant challenges in the coming decades: geopolitical, demographic, technological, increased competition, climate-related, and health issues due to an aging population, to mention a few. Given these challenges, technological progress and new ways of handling complex issues will be key to continued prosperity and growth. To accomplish a growth process driven by innovation and entrepreneurship, the institutional environment must take into account a multitude of different policy areas that interact to either strengthen or weaken an economy's innovative potential. Innovation is not only about R&D and higher education but is also intimately related to entrepreneurship. Similarly, entrepreneurship is not only about low start-up costs and favorable tax rates. Hence, a consistent and coordinated policy environment conducive to innovation and entrepreneurship is required to translate innovation into high-growth firms and macro-level growth. This book presents the basic cornerstones required to provide a policy regime that can nurture such dynamics. The authors draw extensively on empirical analysis of the development of the Swedish economy, which has been transformed from a so-called "sclerosis" state in the 1980s until the early 1990s to an economy characterized by successful entrepreneurship and innovation. This transformation resulted from a reform agenda that has been gradually rolled out, beginning in the mid-1980s. The authors argue that the Swedish experience provides useful lessons for other nations as well.
