Book excerpt: By all accounts, the case of Poland and its segue to market economy and democracy is a success story: 30 years of uninterrupted growth and development, infrastructure expansion, and modernization of the economy and society. Epochal changes have unfolded in a timespan of merely three decades. Change has taken place so fast that children born in late 1980s and onwards cannot remember what life in Poland under communism was like and cannot relate to it. Also, many elderly people, easy victims of romanticizing their own youth, tend to forget. As a result, the uniqueness of Polish transition and transformation, the boldness and efficiency of reforms, and the success that Polish society mastered together, tend to be undermined today both domestically and internationally. Poland has now been a member of the EU for more than 15 years. During that time, Poland’s image on the EU scene evolved from newcomer, through ‘model child’, champion of growth, to – in some respects – a maverick. This volume’s objective is to remind society, old and young, researchers, scholars and practitioners, that Poland’s success is an outcome of well-thought out and bold structural reforms implemented in a swift and timely manner, of society’s support for these reforms, and of third actors’ benign assistance. Looking back on the 30 years since the collapse of communism, and at the over 15 years of EU membership, this book offers an interdisciplinary, comprehensive and critical insight into factors and processes that have led to today’s Poland.

Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It describes the system and traces out how the competing policy goals of the Polish government have served to generate a plethora of contradictory regulations that have greatly reduced the potential effectiveness of the reform. Using survey data from interviews with Polish managers, the Note finds that administrative constraints on the procurement of inputs, coupled with a distorted price and incentive system, not the psychological attitude of enterprise managers, have limited economic efficiency. Data on investment, employment, and productivity show that resource flows have been the reverse of what one would expect based on enterprise profitability, indicating that administrative decisions, not markets, continue to determine the allocation of goods and services in Poland.

The latter is characterized by the combination of three main phenomena: internationalization, digitalization and hyper-personalization that refound the employment relationship between employers, unions and employees. Internationalization requires a renewal of business models heckled by the low-cost strategies of new operators provoking social reactions to the extent of perceived psychological disruptions, to question the validity of these same strategies. Digitization has opened the way to the disintermediation at the origin of the evolution of the trades front and back office. Finally, hyper-personalization and adaptation to new client behaviors justify the hegemony of soft skills for a redefined hospitality. In the end, the employee must constantly deal with often paradoxical injunctions (example: standardization of service protocols versus empowerment). A focus will be made on two specific branches: hotels and air transport which will each be part of a part. The topic will be illustrated by case studies and testimonials. The two coordinators of the book will draw on the contributions of researchers who collaborate with them in the framework of an international research program they pilot.
