Book excerpt: The conventional picture of industry and industrial relations in Japan is of a number of very large firms providing extremely attractive working conditions for their happy and contented workforce. Norma Chalmers shows that there is in fact another, very different side to the picture, which occurs in the the peripheral sector. Here, conditions are often poor, wages very low and continuity of employment virtually non-existent. There are many small firms where the effectiveness of worker organisation and bargaining declines as the firm's size and proximity to the industrial centre decrease. Moreover, as Chalmers shows, the peripheral sector is very large, and the conventional picture of the model workforce should probably be confined to a few flagship companies. The book argues that the model nature of the large firms may stem in part from the fact that they are able to off-load problems onto smaller firms who produce the components necessary for the large firm sector at disadvantageous subcontract terms.

Book excerpt: Japan was once a country that suffered from slow progress in its economic diversification away from agriculture. While the country modernized rapidly after 1868, the problem of a skills mismatch between education and industry remained throughout the first half of the 20th century. With a large number of educated but jobless citizens, youth unemployment continued to be a major economic problem. Nevertheless, a few decades later, the country developed a productive workforce harnessing its “youth bulge” demographics and succeeded in building competitive export-oriented manufacturing industries. During the 16 years between 1960 and 1975, in which the country’s GDP per capita grew almost tenfold, Japan achieved a consistent unemployment rate of 1%. This paper analyzes how Japan facilitated an education-to-employment transition of its young citizens, thus realizing the effective allocation of human resources to new industries. It identifies three elements of success in particular, which may offer useful insights to policy-makers in today’s emerging economies who are faced with the problem of unemployment. First, Japan overcame the problem of a skills mismatch not by directly addressing the problem itself, but rather by building a system which brought about the matching of “expectations”. The government created institutional linkages between educational bodies and private firms through the Employment Stabilization Offices. These linkages provided young job-seekers with knowledge of the existing labor demand, and helped them in adjusting their career expectations in accordance with the situations in the labor market, while simultaneously enabling private firms, especially small and medium-sized enterprises (SMEs), to recruit from the workforce across the country. Second, substantial teaching of job-oriented knowledge and skills was carried out by private firms, in the form of in-firm training programs for new and early-career employees. With some exceptions, the Japanese government’s early attempts to develop public industrial education did not succeed because of the absence of mechanisms to feed skills requirements in new industries into school curricula. On the other hand, the government’s support to private firms through training subsidies effectively alleviated the concerns of private firms, especially SMEs, which had been hesitant about investing in training due to their fear that they would be unable to recoup the training costs. Third, while the education sector itself was not sufficiently capable of narrowing the skills mismatch itself, the school curricula nonetheless contributed to the “trainability” of young citizens. In particular, the emphasis on work ethic, through the Confucian idea of kō, or filial piety, imbued children with the virtue of diligence – a belief that working hard is good in itself. This type of education is considered to have created a pool of potentially productive workers, although the harnessing of that potential required economic institutions that offer incentive systems. Finally, the paper discusses whether this Japanese experience is transferable to the context of today’s emerging economies – in particular, Saudi Arabia. It concludes that the Japanese experience can, at least, provide them with useful insights and contribute to the building of the local capacity of “policy learning”. Some policies would appear to be easier to implement today owing to the progress in IT and AI, while other policies are likely to require tailored supportive measures to localize the practices.

Managerial innovations and the efforts of state bureaucrats to control social change are also examined. The book is based on extensive archival research and interviewing in Japan, including the use of numerous labor-union publications and the holdings of the prewar elite’s principal organization for the study of social issues, the Kyochokai, both collections having only recently been catalogued and opened to scholars. This is an intensive look at past developments that underlie labor relations in today’s Japanese industrial plants."

The main concern regarding IR appears to be whether Japan can maintain the vitality and flexibility to cope with the changes in the industrial structure and technology in a stagnant world economy. The lack of opposition and dispute between labor and management may be the most important feature for summarizing labor-management relations in modern Japan when making international comparisons. Hypotheses for understanding Japanese IR have been postulated in regard to the following: unintended consequences, homogeneous structure, business community of management and labor, global competition and the needs for flexibility, adaptability in competitive markets, and transformation of the paradigm of IR. The historical development of labor relations in Japan shows a spirit of cooperation. By any measurement of cooperation, labor-management cooperation is strongest in Japan. A special feature of the corporate structure is management's role as referee between the employees and the stockholders. Other features include a continuous path of promotion, firm-specific training, built-in wage-profit system, and transit members of unions. A typical system for mutual communication is the "labor-management consultation system." In the future, unions must minimize adverse effects of competition among rival companies, individualization, and fragmentation of IR. The division of powers between the federal state & the cantons, the latter of which have generally had the most influence with respect to labour law & other law areas until quite recently. This has resulted in situations in which the distribution of powers between the federal government & the cantonal governments was unclear. Fortunately this state of affairs has improved the last couple of years with the extension of federal powers in the sphere of labour law. Besides federalism the system of direct democracy has had a delaying influence on the development of labour law in Switzerland. Public opinion, generally not a very progressive force in Switzerland, is strongly influenced by pressure groups & citizens opposing popular reforms. As a result the popular vote has been an important delaying factor in the evolvement of new laws & regulations in the area of social & labour law. These two hindering factors should be kept in mind when reading Berenstein's Labour Law in Switzerland in which the past & current situation of labour law in Switzerland is described covering basic themes such as working time, incapacity to work, termination of contract, protection of young persons & women, collective bargaining, trade union freedom & the settlement of industrial disputes by arbitration or conciliation.
