Book excerpt: Defence and aerospace industries in Scotland generate nearly £2.31 billion in sales and together with the MoD support almost 50,000 jobs and a record number of apprentices. As well as a recognised expertise in naval ship building, Scotland also has a strong defence electronics industry and a strong aerospace industry based around Prestwick. This report examines the delay in the signing of the contract for two new aircraft carriers: the Committee is concerned that similar delays during the construction phase could lead to job losses and damage the ship-building skills base the UK needs to support if it wishes to retain sovereign capability in key areas. The Committee also comments on the Government's decision to treat the Military Afloat Reach and Sustainability (MARS) vessels as commercial rather than naval vessels, making them subject to EU competition law. There is confusion over the status of these vessels. The report also looks at the supply of skilled, semi-skilled and graduate workers, the Modern Apprenticeship programme, and the funding for adult apprentices. It is vital for Scottish industry to look at upskilling throughout the workforce, including mature workers who were not able to access apprenticeships as school leavers. The issue of constitutional change also affects the future sustainability of the Scottish defence industry. In the long term it is unclear what naval requirement an independent Scotland would have and whether this would make up for the potential loss of UK MoD orders. Government and industry need to work effectively together to ensure that Scotland's engineering and manufacturing base continues to be world class.

Book excerpt: This book analyses the 1984-5 miners’ strike by focusing on its vital Scottish dimensions, especially the role of workplace politics and community mobilisation. The year-long strike began in Scotland, with workers defending the moral economy of the coalfields, and resisting pit closures and management attacks on trade unionism. The book relates the strike to an analysis of changing coalfield community and industrial structures from the 1960s to the 1980s. It challenges the stereotyped view that the strike began in March 1984 as a confrontation between Arthur Scargill, the miners’ leader, and Margaret Thatcher’s Conservative government. Before this point, in fact, 50 per cent of Scottish miners were already on strike or engaged in a significant pit-level dispute with their managers, who were far more confrontational than their counterparts in England and Wales. The book explores the key features of the strike that followed in Scotland: the unusual industrial politics; the strong initial pattern of general solidarity; and then the emergence of varieties of pit-level commitment. These were shaped by differential access to community-level moral and material resources, including the economic and cultural role of women, and pre-strike pit-level economic performance. Against the trend elsewhere, notably in the English Midlands, relatively good performance prior to 1984 was a positive factor in building strike endurance in Scotland. The book shows that the outcome of the strike was also distinctive in Scotland, with an unusually high level of victimisation of activists, and the acceleration of deindustrialisation consolidating support for devolution, contributing to the establishment of the Scottish Parliament in 1999.

In the event of a vote for independence, there would be further consequences for the financial sector and for its customers which are analysed in the current paper. The most profound implication is that independence would create two separate financial jurisdictions: the continuing UK and a new, independent Scotland, which would require its own legal and regulatory framework. The competitiveness of Scotland's financial sector is aided by its location within the UK. Industry and international bodies view the UK as a strong tax and regulatory regime, building customers' and partner organisations' trust in UK financial firms. Being part of the UK helps support the Scottish financial services sector, which generates employment not just in financial services firms, but in the professional and other services that support the sector. Location in a larger economy also helps to reduce firms' cost of borrowing because markets perceive these firms as less of a risk. If Scotland became independent, this position would be called into question: The Scottish banking sector would be exceptionally large compared to the size of an independent Scotland's economy, making it more vulnerable to financial shocks than it is as part of the larger UK. There could be questions about an independent Scotland's ability to stabilise its banking system in the event of a future financial crisis
