Book excerpt: This thesis examines the process of industrialization in Thailand through an ethnographic study of women outworkers in the textile and food processing industries in the Chiang Mai region. Since WWII, Thailand has undergone a socio-economic transformation. The Thai state has set parameters for national development with intensive industrialization and modernization plans, policies and programs. Since the 1970s, its industrial policy has shifted to export-oriented industrialization, decentralization and regional development, and an opening of the national economy to globalization and flexible specialization processes. This thesis is organized in three parts. Part One introduces the key concepts, issues and approaches associated with these labor processes, and an outline of my research methods.

To continue its rise, Thailand needs to move into the higher-value segments of economic activity and create high-quality jobs that are regionally broader based. This report identifies the major constraints to accomplishing these goals and analyzes the main challenges. Among them, the country must: enhance research and development and international technology transfers; elevate worker skills and their industrial relevance; address structural impediments to competition, notably in services; provide advanced transport and logistics infrastructure; and improve access to finance and technology for micro, small, and medium-sized enterprises.

Book excerpt: Among the key debates fought in developing economies is whether globalization through liberalization is the means by which economies can industrialize and provide their labour forces with tangible improvements in the material conditions of living. This book addresses this issue head on, using empirical evidence from some of the fastest growing and transition economies from East and South Asia. Countries such as the Philippines and Malaysia have already started to deindustrialize before enjoying industrial maturity, while with the exception of China and evidence of some growth in real wages in the other economies, the evidence appears compelling to suggest that increased industrialization and integration into the capitalist economy have not succeeded in providing significant labour improvement. The evidence suggests that a proactive state, focusing on enhancing the material conditions of labour, is pertinent to ensuring sustainable long term industrialization and thus improving material conditions for workers. This book was originally published as a special issue of the Journal of the Asia Pacific Economy.
