This posthumously published volume testifies further to his perceptive analysis of large-scale social organizations and elegant application of symbolic interactionist principles. Blumer's focus on the processual nature of social life and on the significance of the communicative interpretation of social contexts is manifest in his theory of industrialization and social change. His theory entails three major points: industrialization must be seen in processual terms, and the industrialization process is different for different historical periods; the consequences of industrialization are a function of the interpretive nature of human action and resembles a neutral framework within which groups interpret the meaning of industrial relations, and the industrial sector must be viewed in terms of power relations; industrial societies contain inherently conflicting interests. The editors' introductory essay outlines Blumer's metatheoretical stance (symbolic interactionism) and its emphasis on the adjustive character of social life. It places Blumer's theory in the context of contemporary macro theory, including world systems theory, resource dependence theory, and modernization theory. Herbert Blumer (1900-1987), formerly Chairperson, Department of Sociology at the University of California, Berkeley, was the theoretical and methodological leader of "symbolic interactionism" and was identified as its foremost proponent for a half-century. His publications include works on industrial relations, research methods, mass society, collective behavior, race relations, and social movements. David R. Maines is chairman of the department of anthropology and sociology at Oakland University. He has worked to articulate an interactionist approach to the study of social organization as well as the fundamental relevance of temporality and communication for sociological analysis. Thomas J. Morrione is Charles A. Dana Professor of Sociology at Colby College and he is currently Chair of the Department of Sociology and Anthropology at the college. He was a Research Associate (1977, 1985) and Visiting Professor (1984) at the University of California, Berkeley.

Book excerpt: The high rate of formation of sectors of the economy with a low degree of financial and economic dependence or economically independent sectors of the economy in comparison with economically dependent segments is more indicative of the accumulation of the reserve of protection and the movement of the production system to the upper limit of socio-economic security. To clarify the essence of financial and economic dependence and dynamic assessments ("narrowing" and "expanding" security) in relation to the conditions of the "open" economy, it is proposed to perform an auxiliary division of the sectors of the economy on the principle of the directions of foreign economic work - export-oriented and import-dependent. The need for such refinement of dynamic estimates is caused by the growing processes of internationalization of the industrial sector to the level elements of socio-economic security of the industrial sector. At the same time, exogenous moments prevail over endogenous ones at the stage of industrial growth. However, at the stage of decline of the "catastrophic type", as foreign experience has shown, the exogenous moment plays a significant role in increasing the value of socio-economic security of the industrial sector. However, the current practice shows the existence of sectors of the economy that are on their own production characteristics as export-oriented and import-dependent (ie, "mixed type"). In this case, can be attributed to such segments, which, according to the above typology belong to the group of resource-intensive, capital-intensive, knowledge-intensive or innovative. The impact of the dynamic sectors of the economy of the mixed type at the level of properties of socio-economic security of the industrial sector is guided by the significance of their contribution to the creation and development of the wealth of the state and a role in the formation of the production potential of the formation of the society.

A number of improvements to the model are under way or are being considered. This report was prepared by the Pacific Northwest Laboratory (PNL) to provide a clearer understanding of the current industrial sector module of Fossil2 and to explore strategies for improving it. The report includes a detailed description of the structure and decision logic of the industrial sector module, along with results from several simulation exercises to demonstrate the behavior of the module in different policy scenarios and under different values of key model parameters. The cases were run with the Fossil2 model at PNL using the National Energy Strategy Actions Case of 1991 as the point of departure. The report also includes a discussion of suggested industrial sector module improvements. These improvements include changes in the way the current model is used; on- and off-line adjustments to some of the model's parameters; and significant changes to include more detail on the industrial processes, technologies, and regions of the country being modeled. The potential benefits and costs of these changes are also discussed.
