The success of the United States in research and development contributes to this optimism and leads many to assume that there is a technological fix for significant national problems. Since World War II the federal government has been the major supporter of commercial research and development efforts in a wide variety of industries. But how successful are these projects? And equally important, how do economic and policy factors influence performance and are these influences predictable and controllable? Linda Cohen, Roger Noll, and three other economists address these questions while focusing on the importance of R&D to the national economy. They examine the codependency between technological progress and economic growth and explain such matters as why the private sector often fails to fund commercially applicable research adequately and why the government should focus support on some industries and not others. They also analyze political incentives facing officials who enact and implement programs and the subsequent forces affecting decisions to continue, terminate, or redirect them. The central part of this book presents detailed case histories of six programs: the supersonic transport, communications satellites, the space shuttle, the breeder reactor, photovoltaics, and synthetic fuels. The authors conclude with recommendations for program restructuring to minimize the conflict between economic objectives and political constraints.

Book excerpt: The neo-Weberian state constitutes an attempt to combine the Weberian model of administration with the principles laid down during the retreat from the bureaucratic management paradigm (new public management and public governance). The concept of neo-Weberian state involves changing the model of operation of administrative structures from an inward-oriented one, focused on compliance with internal rules, into a model focused on meeting citizens’ needs (not by resorting to commercialisation, as is the case with new public management, but by building appropriate quality of administration). This book discusses the context of the neo-Weberian approach and its impact on the processes of societal transformation. Further, it identifies and systematises the theoretical and functional elements of the approach under consideration. This volume includes comparative analyses of the neo-Weberian state and public management paradigms. In the empirical part of the work, its authors review selected policies (economic, innovation, industrial, labour, territorial, urban management, and health) from the perspective of tools typical of the neo-Weberian approach. This part also includes a critical scrutiny of changes which have taken place in the framework of selected policies in recent decades. The study assesses the appropriateness of the neo-Weberian approach to the management of public affairs regarding countries which have modernised their public administrations in its spirit. One of the aims of this analysis is to answer the question whether the application of neo-Weberian ideas may result in qualitative changes in the context of public policies. The final part of the book covers implications for public management resulting from the concept of neo-Weberian state. Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.

The outcome of this study can assist in determining the desirability of an expanded role by the Federal Government, and specifically the Department of Defense (DOD) through the Advanced Research Project Agency (ARPA), into a more broad based industrial policy. The past and present federal policies dealing with the railroads, irrigation, and tariffs have all failed to make any of the target industries financially self sustaining. These have instead created a number of bureaucratic bodies designed to service the needs of their respective industries. The aggregate costs of these programs far exceed any imagined benefit. To adopt similar policies within DOD in order to target specific industries for the promotion of economic rather than national security concerns could only prove detrimental to both.
