Book excerpt: Despite the prevalence of industrial policies in practice and the contentious debate in the literature regarding their efficacy, remarkably few empirical studies directly evaluate the welfare implications of these policies using microlevel data. Our research fills this gap in the literature with a focus on China, currently the most prominent proponent of industrial policies. We focus on the shipbuilding industry, an illustrative example of the quick ascent of China’s manufacturing sector into global influence during the 2000s. Our research uses shipbuilding as a case study to address two questions of interest. First, how did China’s industrial policy affect the evolution of both the domestic and global industries? Second, what is the relative performance of different policy instruments, which include production subsidies (e.g., subsidized material inputs, export credits, and buyer financing), investment subsidies (e.g., low‐​interest long‐​term loans and expedited capital depreciation), entry subsidies (e.g., below‐​market‐​rate land prices), and consolidation policies (whitelists)?

Yet the success of the Asian Miracles with industrial policy stands as an uncomfortable story that many ignore or claim it cannot be replicated. Using a theory and empirical evidence, we argue that one can learn more from miracles than failures. We suggest three key principles behind their success: (i) the support of domestic producers in sophisticated industries, beyond the initial comparative advantage; (ii) export orientation; and (iii) the pursuit of fierce competition with strict accountability.

Book excerpt: The U.S. shipbuilding industry now confronts grave challenges in providing essential support of national objectives. With recent emphasis on renewal of the U.S. naval fleet, followed by the defense builddown, U.S. shipbuilders have fallen far behind in commercial ship construction, and face powerful new competition from abroad. This book examines ways to reestablish the U.S. industry, to provide a technology base and R&D infrastructure sustaining both commercial and military goals. Comparing U.S. and foreign shipbuilders in four technological areas, the authors find that U.S. builders lag most severely in business process technologies, and in technologies of new products and materials. New advances in system technologies, such as simulation, are also needed, as are continuing developments in shipyard production technologies. The report identifies roles that various government agencies, academia, and, especially, industry itself must play for the U.S. shipbuilding industry to attempt a turnaround.

A description of the decisional elements involved in past capital investment programs of U.S. shipyards and the effect these programs have had on shipbuilding capability and capacity have been derived from an analysis of a selected sample of U.S. shipyard data. This study not only explains the investment policies of the shipbuilding industry, but also relates these policies to the behavior of the defense industry and the defense industrial base as these terms are usefully defined in the study. Comparisons are made between (1) the defense industry and commercial sector industries, and (2) the platform industry, per se--i.e., ships, aircraft, missiles, and armored vehicles, and those firms that manufacture mission-related equipment. This study is at once conclusive and exploratory: Conclusive in its explanation of the dynamics of the U.S. shipbuilding industry and exploratory in that it points to critical unanswered questions about the overall structure of the U.S. economy in general and the defense industries in particular.
