Book excerpt: Excerpt from Industrial Peace, Vol. 7 A few months ago a committee representative of the Labour movement was appointed to investigate the causes of the rise in the cost of living, and it is expected that at least an interim report will be submitted to the Trade Union Congress, which will have met before these lines appear in print. We welcome the investigation for two reasons. In the first place the charge is frequently made against the Labour party that it has offered no practicable alternative to the present economic policy of the Government. For it is argued that to express the ultimate intention of substituting State ownership for private competitive enterprise is not to provide any constructive policy for immediate application; and that if the Labour party achieved a majority and took up the reins of government in the near future, it would be forced, by the necessities of the case, to continue the policy pursued by the present administration. The first condition of successful constructive effort is accurate knowledge of the present situation and the factors responsible for its creation. In the second place the enquiry provides a test of sincerity and capacity. An ex parte statement, based upon 'selected' evidence, or resulting from sheer inability to interpret evidence honestly sought, would produce more harm than good; but a document which was scientific in the true sense of the term, distinguishing the inevitable from the avoidable, would enhance the reputation of the Labour movement. Nor is it unlikely that the Committee will rise to the level of its opportunity and responsibility. It is fairly strong, and includes economists accustomed to gather and to weigh evidence. We hope that in its report the Committee will first of all examine the existing methods of measuring changes in the level of prices. A considerable section of industrial workers - particularly of local leaders - profoundly mistrust the present official index number, which is accepted by arbitration tribunals and Government departments in dealing with applications for advances in wages. There should be, above all things, confidence in the departmental enquiries upon which the results are based, and it is therefore of the first importance that the Committee should bring these enquiries under review and either criticise or approve them. The relations between Capital and Labour, and the effect which they will presently have upon our productive power as an industrial people, have recently been considerably discussed. In the following pages I have attempted to state the case fairly, as one who has seen both sides of the problem, and to outline a scheme whereby the two contending elements may be brought together. The discussion is brief, and much more could be said, but an engineer who controls labour employed upon munitions is much too busy at the moment to do more than sketch his ideas, even though the subject be of such supreme importance and the problems involved those with which he is daily coming into contact. In writing this book I have made a very sincere attempt to approach the subject from a strictly neutral standpoint; with the result, doubtless, that I shall be told by some of my labour friends that the proposals do not go far enough, and by some employers that they go much further than is desirable. There is no legitimate ground for partisanship at a time when national unity is all important and no Sense of fairplay in attributing ulterior motives to men in responsible positions at a time when circum stances forbid them to state their case without reservation. Those people who imagine that they are helping the Army by attacking the' Government, equally with those who think that the Government cannot be supported without criticising the Higher Command, are injuring, however unwittingly, the very causes they profess to have at heart. It is impossible for any outsider to be sufficiently well-informed to arrive at a complete and judicial decision in the matter and anything less than the whole truth is worse than useless. The question of degree hardly arises and an estimate that is only inaccurate in part may well be fraught with graver peril than an appreciation which is comprehensively ill-founded. There is only one safe course to pursue and that is to suspend judgment, to be generous and to trust the men in power to oppose the German menace with the whole resources of the State with increasing vigour and resolution. The truth will emerge in the long run. Meanwhile let us leave to the defeatists the monopoly of ignorant and ungenerous carping. If we must criticise, let us concentrate on insisting that neither time, money, nor energy is wasted on any object which does not contribute directly towards ultimate victory. The advantage which Germany possesses by virtue of centralised command operating on interior lines is enhanced by every discussion that distracts our attention andean only be neutralised by a fixed determination on our part to postpone all avoidable controversy until the enemy is defeated. To act otherwise is to play into the hands of Germany, who seeks skilfully and consistently, by evasive or ambiguous duplicity and by every knavish trick that Teuton industry can contrive, to discover the weak spots in our national armour in order that she may achieve by fraud the victory which the gallantry of the Navy and the Army prevents her from winning by force. And not a little adverse criticism. It is held that during the war and the transitional period which followed the armistice. Organised labour, at that time strong and aware of its strength. Consented to the settlement of its claims by the Committee on Production and the Industrial Court of Arbitration which followed it. It is therefore but right (we are told) that now, when the tide has turned and the economic power of labour has been enormously reduced, the employers should agree to the determination of wage changes by a similar impartial tribunal. But an examination of the facts of the case will show that the analogy is false. And that in refusing to employ the method of arbitration employers are by no means inconsistent. It is not, indeed. I mentioned that at a meeting here in this ball that Commissioner Jackson presided over. At that time I had a day or two's notice, and was prepared with an address. It would seem from the introduction that I am expected to say something of war conditions. Now this country does not yet fully realize that it is at war. If the war continues another year, as in all probability it will, and possibly longer, you will all find that we are at war; we will feel it in every direction. It is my opinion that every able bodied man and woman in this entire country should be conscripted. I don't exactly like that term. I like selected bet ter. Our soldiers, by the way, are not conscripts but selected men. They ought to be called selected men; should not be spoken of as con scripts. My friends, the Secretary of War and the Secretary Of the Treasury, fully agreed with me when we had a talk about it the other day. Selected men is the better term to use. We all should be willing to do our part. Every one should live, move and have his being in the winning of the war. The war was forced upon us. We could not possibly avoid it. Anyone who has given careful study to the matter will see that. I have been a strong peace man all my life; was at the Hague, at the Arbitration Confer ence in England, where I became acquainted with Mr. Lloyd George; was also a regular attendant at the Lake Mohonk Conferences. But as a strong peace man I am ready to fight for peace, and we cannot Obtain permanent peace except by putting down Prussian Militarism, and we must carry the war to a successful conclusion if we are ever to have lasting peace. Practically, in a sense, this is a Holy War, a war in which we should all take our part and do our best to carry it to a successful end. There is no question about that in my mind. I want to speak a word as to the war as I saw it in France a year ago. I was in the trenches for about five days under fire. We were entertained specially by the French Government. I was on the Com mission invited by the Government to study industrial conditions, which is a very serious matter in France.
