Book excerpt: This annual report to the Congress and the President on the Industrial Energy Efficiency Program is provided pursuant to section 375, Energy Policy and Conservation Act (Public Law 94-163) (EPCA) as amended by the National Energy Conservation Policy Act (Public Law 95-619) (NECPA).The EPCA vested certain functions in the Administrator of the Federal Energy Administration (Public Law 95-91), the Department of Energy Organization Act, enacted August 4, 1977, established the DOE and transferred most of the functions vested by law in the Administrator of FEA to the Secretary of Energy. This transfer included the Industrial Energy Conservation Program established pursuant to Title III Part D of the EPCA.
