The aim of the volume is to demonstrate this aspect of industrialization through the detailed studies of so-called"indigenous" industries.This collection of papers looks at the industries originating in the Tokugawa-era, such as weaving, silk-reeling and pottery, as well as the newly developed small workshops engaged in manufacturing machinery, soap, brash, buttons, etc. Small businesses in the tertiary sector, transportation and commerce, are also observed. Book excerpt: This paper argues that Japan’s excessive labor market duality can reduce Total Factor Productivity (TFP) due to a negative impact on non-regular workers’ effort and on firms’ incentives to train them. On the basis of cross-country empirical evidence, the paper proposes some reform options. In particular, our analysis suggests that reducing the difference in employment protection between regular and non-regular workers would substantially reduce labor market duality in Japan. One reform consistent with these findings is the introduction of a Single Open Ended Contract for all newly hired workers. This reform could be complemented by a shift towards a model that combines labor market flexibility and security (“flexicurity”) and by policies aimed at encouraging wage growth.

Book excerpt: The conventional picture of industry and industrial relations in Japan is of a number of very large firms providing extremely attractive working conditions for their happy and contented workforce. Norma Chalmers shows that there is in fact another, very different side to the picture, which occurs in the the peripheral sector. Here, conditions are often poor, wages very low and continuity of employment virtually non-existent. There are many small firms where the effectiveness of worker organisation and bargaining declines as the firm's size and proximity to the industrial centre decrease. Moreover, as Chalmers shows, the peripheral sector is very large, and the conventional picture of the model workforce should probably be confined to a few flagship companies. The book argues that the model nature of the large firms may stem in part from the fact that they are able to off-load problems onto smaller firms who produce the components necessary for the large firm sector at disadvantageous subcontract terms.
