Book Demand for Labor

Download or read book Demand for Labor written by Daniel S. Hamermesh and published by Oxford University Press. This book was released on 2017-05-19 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book collects articles published by Daniel Hamermesh between 1969 and 2013 dealing with the general topic of the demand for labor. The first section presents empirical studies of basic issues in labor demand, including the extent to which different types of labor are substitutes, how firms' and workers' investments affect labor turnover, and how costs of adjusting employment affect the dynamics of employment and patterns of labor turnover. The second section examines the impacts of various labor-market policies, including minimum wages, penalty pay for using overtime hours or hours worked on weekends or nights, severance pay for displaced workers, and payroll taxes to finance unemployment insurance benefits. The final section deals with general questions of discrimination by employers along various dimensions, including looks, gender and ethnicity, in all cases focusing on the process of discrimination and the behavior that results. Throughout the focus is on the development of theoretically-based hypotheses and testing them using the most appropriate data, often data collected uniquely for the particular project.

Book Economic Adjustment And Conversion Of Defense Industries

Download or read book Economic Adjustment And Conversion Of Defense Industries written by John E. Lynch and published by Routledge. This book was released on 2019-04-08 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: Defense plant cutbacks and military base closures have affected hundreds of U.S. communities during the past twenty-five years. Tracing the recovery of four communities after large defense plant cutbacks and of one hundred communities after military base closures, the contributors analyze the transition from the production of military to civilian goods. The contributors examine the market potential of reusing defense industrial plants to produce civilian products within the one- to two-year period called for by economic conversion proponents, showing that the complex process needed to develop, test, and market an entirely new product requires a minimum of five years. They also review the wide range of economic development techniques available at the state and local level, conversion approaches in Western Europe, programs for displaced workers, and reasons why the economic conversion approach has failed to attract public support in the United States. The case studies are used to formulate an integrated, composite approach for coping with plant closures and major employment dislocations. Stressing the in portance of community-based economic adjustment activities, this book will be valuable to all concerned with mitigating the effects of military and civilian plant closures.

Book Introduction and Summary to the Handbook of Trade Policy and WTO Accession for Development in Russia and the CIS

Download or read book Introduction and Summary to the Handbook of Trade Policy and WTO Accession for Development in Russia and the CIS written by David Tarr and published by World Bank Publications. This book was released on 2005 with total page 29 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This paper is the introduction and summary chapter of the 43 chapter volume entitled Handbook of Trade Policy and WTO Accession for Development in Russia and the CIS. The key policy conclusions of each of the chapters are highlighted in this paper. The Handbook will be published only in Russian in 2005, but an English language version of the majority of the papers described here is available on the website www.worldbank.org/trade/russia-wto. This paper first explains the potential importance of World Trade Organization (WTO) accession as a development tool, and discusses the recent successful development models and the role of trade policy in their development. The paper then summarizes the three parts of the Handbook. The first part treats trade policy (with applications to Russia and the Commonwealth of Independent States [CIS]). The second part treats World Trade Organization institutions and disciplines, again with Russia and CIS applications. And the third part focuses on various aspects of the impact of WTO accession on Russia. The numerous papers that relate trade policy and WTO accession to experience in Russia and the CIS are likely to be of special interest to native English speakers, since these papers are new to the literature. The papers in the Handbook are intended to be non-technical materials accessible to a wide policy audience. The Handbook forms the basis of a World Bank Institute course on trade policy and WTO accession, which has been delivered and will be delivered again on multiple occasions. "--World Bank web site.

Book The Costs of Worker Displacement

Download or read book The Costs of Worker Displacement written by Daniel S. Hamermesh and published by . This book was released on 1984 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study defines the nature of worker displacement and develops a mechanism for inferring the amount of losses caused by displacement in away that is tied to economic theory. Data from the Panel Study of Income Dynamics are first used to identify the characteristics of displaced workers. After a demonstration that usual methods of evaluating workers' losses cannot provide correct measures of the cost to society, a game--theoretic model determining the amount of firm -- specific investment in workers is developed. As workers'and firms' horizons decrease, such investment will be reduced; this will be exhibited in a flattening of the wage-tenure profile as the date of displacement approaches. Examination of the profile thus provides a test whether firms and workers have good information about impending displacement. Using the PSID data for workers displaced between 1977 and 1981, the study shows there is no significant flattening of the wage-tenure profile in the entire sample. (However, some flattening does occur among unionized workers, and also among workers who are laid-off permanently from a plant that remains open.) This suggests that workers are surprised by displacement, for they continue investing in firm-specific human capital up to the time of displacement. The present value of the worker's share of the lost returns on this investment is around $7000 (1980 dollars) under intermediate assumptions about the real rate of discount, depreciation on such investment and the effect of tenure on the rate of voluntary separation.

Book Oversight Hearings on Dislocated Workers

Download or read book Oversight Hearings on Dislocated Workers written by United States. Congress. House. Committee on Education and Labor. Subcommittee on Labor-Management Relations and published by . This book was released on 1994 with total page 540 pages. Available in PDF, EPUB and Kindle. Book excerpt: This document records the oral and written testimony given by witnesses at a series of three Congressional hearings conducted in 1993 to review federal retraining programs for dislocated workers. Witnesses included representatives of federal and state agencies, and Private Industry Councils. Witnesses testified about their programs and what has worked and has not worked in their efforts to retrain dislocated workers. The existing programs were described and suggestions made for improvements, including putting programs in place before layoffs, and shortening the timeframe for retraining programs so workers can afford to complete them. However, according to witnesses, whatever successes have occurred have been tempered by the sluggish economy and the reality that most of the new jobs for which workers can be retrained pay substantially less than the jobs they have lost.
