Book excerpt: This sixth annual study focuses on the effects of globalization on developing countries and the growing divide between fast and slow- integrating economies. It describes current trends in integration and answers key questions on trade and on commodity-reliant economies. The book examines two questions in particular detail: Will trade liberalization work? The report argues that countries that embark on trade liberalization in the current environment are likely to be rewarded and recognizes that genuine adjustment costs exist and that complementary reforms are important. How can commodity-reliant countries enhance productivity and diversify exports? Although many of these countries have been among the high growth, fast integrators, many others have been poor performers. Successful exporters are characterized by high productivity in existing commodity sectors, the capacity to diversify to non-traditional commodity exports, and the maintenance of economic stability. The report projects continued rapid acceleration of integration over the next decade, with moderate import growth in the developed countries and continued sharp import increases in developing countries. Those countries that continue to reform their economies and expand their participation in the world economy will be in a position to take advantage of the resulting opportunities; those that do not, risk falling further behind.

These states are perceived as economically vulnerable, exhibiting poor economic performance, and embedding low levels of achieved well-being on most criteria. SIDS, which occupy very large parts of the world, face idiosyncratic development challenges largely owing to their susceptibility to external shocks. Still, these countries are all too often overlooked in the development research literature. Arising from a UNU-WIDER research project, this book provides in-depth research on the international dimensions of SIDS development experiences. Using a wealth of data, as well as case studies, the main topics examined comprise: aid, policies and growth; the costs of neglect, in terms of losses owing to a country falling into the fragile states group, of that country and those in its region; the composition of trade and the impact of external shocks, and the impact of remittances. The studies jointly provide valuable insights for small islands and other developing countries in the pursuit of sustainable growth and development. This book was published as a special issue of the Journal of Development Studies.

The first part presents papers on issues that are related to Okinawa: the American military presence, the formation of a global human network, and the history of and language revitalization in Okinawa. The second part includes papers on security in East Asia and the Pacific Region: the history of and present issues in international relations within the South and East China Sea areas. The third part presents papers on economic issues and social developments on small islands. The fourth part deals with ocean policies and marine resource management in the Pacific Region by the United States, Australia, and Japan. Finally, the fifth part presents papers on the revitalization of three indigenous languages. All the chapters of the book are based on the achievements of the research project “Towards New Island Studies: The Ryukyus as an academic node between East Asia and Oceania” conducted by the International Institute for Okinawan Studies at the University of the Ryukyus. This 5-year project was funded by the Japanese Ministry of Education, Culture, Sports, Science and Technology and aimed to contribute academically to the creation of sustainable and self-determinable societies in small island regions.
