The localization of industries can progress hand in hand with globalization and some large multinational corporations (MNCs) have begun to dominate the world market. Industrial cluster is found in virtually every advanced economy and increasingly in developing countries as well. China, with greater integration with the rest of the world after World Trade Organization (WTO) accession, has become the ideal target for the Foreign Direct Investment (FDI) of MNCs. Within the Guangdong province in China, Dongguan, after the implementation of the economic reform and the Open Door Policy in 1978, has attracted massive FDI and formed industrial cluster based on its exclusive advantages. The main objectives of this study are to examine the general clustering situations in terms of electronics and telecommunications industry in China and the rationales lead to the development of an industrial cluster in Dongguan. Besides, it also attempts to examine the relationship of the industrial clusters and the local competitiveness. The degree of agglomeration is measured by means of Location Quotient (LQ) and the local competitiveness can be calculated by the equation of Line of Competitiveness (LC) and the variables of GDP, the volume of trade, the overall labour productivity, etc. in electronics industry. By applying an in-depth case study of a mobile phone company, Dongguan Nokia Mobile Co., Ltd., the global supply chain characteristics of an MNC can be well understood. This study is therefore to provide insights for the governmental agencies to develop policies to upgrade, transform and establish high value-added clusters in order to enhance the regional competitiveness in the wake of globalization. The hypothesis is that these are not accidental episodes but a full-blown revolution in the way of viewing economic processes and their links with social and cultural structures. In other words, this new sensitivity to places offers the possibility of rethinking issues typical of economics in a different perspective that might be defined as local development, one of the terms most (ab)used in the contemporary scientific and political debate. In this book the authors will thus try to support more strongly, although in a necessarily simplified manner, the possibility of constructing a theory of local development. The key idea is that there is no single development model operating at a given time and valid for all places, but that it is more correct to talk of multiple development paths that co-exist in the same place at the same time (multiplicity of development paths). The central point is not to identify the succession of distinct hegemonic models (Fordism versus post-Fordism, mass production versus lean production and so on), but to show how the complexity of the contemporary economy demands new concepts to explain its apparent contradictions. In the authors' view, the conception of a theory of local development implies radical rethinking in institutionalist terms of the way of viewing the economy and production, recognising that behind economic development lies a wealth of institutional assets that make the encounter between local and global more open and varied than ever before (institutional biodiversity).

Book excerpt: Although it is widely recognized that changes in technology and competition have diminished many of the traditional roles of location, this study argues for a prominent role of clusters, or geographic concentrations of interconnected companies, specialized suppliers, service providers, and associated institutions in a particular field that compete but also cooperate. Clusters are a striking feature of virtually every national, regional, state, and even metropolitan economy, and can be seen as a new way of thinking about different level economies. Their prevalence reveals important insights about the microeconomics of competition and the role of location in competitive advantage. Clusters occur in many types of industries, in large and small economies, in rural and urban areas, and at most geographic levels. The most important reason for using clusters, rather than more traditional groupings (e.g. companies, industries, sectors), as a unit of analysis is that clusters are better aligned with the nature of competition and appropriate roles of government. They are broader than traditional industry categorizations, and thus capture important linkages, complementarities, and spillovers in terms of technology, skills, information, marketing, and customer needs that cut across firms and industries. The study argues that proximity in geographic, cultural, and institutional terms of the institutions and businesses within clusters plays an important role in allowing special access and relationships, as well as better information, powerful incentives, and other advantages in productivity that are more difficult to achieve from a distance. Clusters have three major effects on competition: 1) increasing the current (static) productivity of constituent firms or industries; 2) increasing the capacity of cluster participants for innovation and productivity growth; and 3) stimulating new business formation that supports innovation and expands the cluster. The study argues that government should focus on facilitating cluster development and upgrading, with special attention to established and emerging clusters rather than new clusters. (AT).
