Book excerpt: The unique position of design in the political context of postwar Belgium In the postwar era, design became important as a marker of modernity and progress at world fairs and international exhibitions and in the global markets. The Belgian state took a special interest in this vanguard phenomenon of ‘industrial design’ as a vital political and economic strategic tool in the context of the Cold War and the creation of the European community. This book describes the unique position that design occupied in the political context of postwar Belgium as it analyses the public promotion of design between 1950 and 1986. It traces this process, from the first government-backed manifestations and institutions in the 1950s through the 1960s and 1970s, until design lost its privileged position as a state-backed institution, a process which culminated in the closure of the Brussels Design Centre in 1986, in the midst of the Belgian federalisation process. A key figure in this history is the policymaker Josine des Cressonnières, who played a leading role in the national and international design community and succeeded in connecting very different political worlds through the medium of design.

The Bechers make no attempt to analyze or explain their subjects. Captions contain only the barest of information: time and place. Industrial Facades covers the whole range of periods and designs representing this building type: from austere brick buildings of the early industrial age and the arched windows and turrets decorating historicist facades, to the concrete and glass functionalist constructions of the 1950s and 1960s, to today's rectangular, windowless halls. These photographs give the lie to Louis Sullivan's often misunderstood motto, "form follows function," for the external appearance of the factory buildings shown here are hardly determined by their internal working processes. Medieval, Renaissance and industrial age planning and urban design gave Belgium many examples of architectural masterpieces especially in the city centers. During the post World War II period, Belgian planners and politicians legislated national planning laws that divided the country into 48 planning regions (also called sub-regions and sectors) and empowered the municipalities (communes) with potent legal instruments to direct land development in accordance with their plans. Preparation, amendment and execution of these plans in a democratic society with a strong laissezJaire tradition have been painstaking, but nonethe less, significant tangible results have been achieved. The purpose of this book is to explore and assess the successes and failure of Belgian planning and make this record available in English so that they may remain facets of Belgian planning. The general socio-economic and historical background is provided with a view to understanding the theoretical, legal, physical and selected topical aspects of Belgian planning.
