A vner Friedman Willard Miller, Jr. PREFACE Coding Theory and Design Theory are areas of Combinatorics which found rich applications of algebraic structures. Combinatorial designs are generalizations of finite geometries. Probably, the history of Design Theory begins with the 1847 pa per of Reverand T. P. Kirkman "On a problem of Combinatorics", Cambridge and Dublin Math. Journal. The great Statistician R. A. Fisher reinvented the concept of combinatorial 2-design in the twentieth century. Extensive application of alge braic structures for construction of 2-designs (balanced incomplete block designs) can be found in R. C. Bose's 1939 Annals of Eugenics paper, "On the construction of balanced incomplete block designs". Coding Theory and Design Theory are closely interconnected. Hamming codes can be found (in disguise) in R. C. Bose's 1947 Sankhya paper "Mathematical theory of the symmetrical factorial designs".

This material was for many years the first half of a book in progress on information and ergodic theory. The intent was and is to provide a reasonably self-contained advanced treatment of measure theory, prob ability theory, and the theory of discrete time random processes with an emphasis on general alphabets and on ergodic and stationary properties of random processes that might be neither ergodic nor stationary. The intended audience was mathematically inc1ined engineering graduate students and visiting scholars who had not had formal courses in measure theoretic probability . Much of the material is familiar stuff for mathematicians, but many of the topics and results have not previously appeared in books. The original project grew too large and the first part contained much that would likely bore mathematicians and dis courage them from the second part. Hence I finally followed the suggestion to separate the material and split the project in two. The original justification for the present manuscript was the pragmatic one that it would be a shame to waste all the effort thus far expended. A more idealistic motivation was that the presentation bad merit as filling a unique, albeit smaIl, hole in the literature.

From production and marketing to financial management, a manager has to assess various costs imposed by uncertainty. The economist analyzes the role of incomplete and too often imperfect information structures on the optimal decisions made by a firm. The need for understanding the role of uncertainty in quantitative decision models, both in economics and management science provide the basic motivation of this monograph. The stochastic environment is analyzed here in terms of the following specific models of optimization: linear and quadratic models, linear programming, control theory and dynamic programming. Uncertainty is introduced here through the para meters, the constraints, and the objective function and its impact evaluated. Specifically recent developments in applied research are emphasized, so that they can help the decision-maker arrive at a solution which has some desirable charac teristics like robustness, stability and cautiousness. Mathematical treatment is kept at a fairly elementary level and applied as pects are emphasized much more than theory. Moreover, an attempt is made to in corporate the economic theory of uncertainty into the stochastic theory of opera tions research. Methods of optimal decision rules illustrated he re are applicable in three broad areas: (a) applied economic models in resource allocation and economic planning, (b) operations research models involving portfolio analysis and stochastic linear programming and (c) systems science models in stochastic control and adaptive behavior.

As meta-learning requires running many different processes with the aim of obtaining performance results, a detailed description of the experimental methodology and evaluation framework is provided. Meta-learning is discussed in great detail in the second half of the book. The exposition starts by presenting a comprehensive review of many meta-learning approaches explored in the past described in literature, including for instance approaches that provide a ranking of algorithms. The approach described can be related to other work that exploits planning whose aim is to construct data mining workflows. The book stimulates interchange of ideas between different, albeit related, approaches.

As a basis for optimization, it is central to all normative hypotheses used in eco nomics, but in decision-making situations it has stochastic and evolution ary aspects that are more dynamic and hence more fundamental. This book provides an illustrative survey of the use of information in econom ics and other decision sciences. Since this area is one of the most active fields of research in modern times, it is not possible to be definitive on all aspects of the issues involved.
