Book excerpt: How can a developing, democratic and predominantly Muslim country like Indonesia manage its foreign relations, while facing a myriad of security concerns and dilemmas in the increasingly complex post-Cold War international politics, without compromising its national interests and sacrificing its independence? Approaching this problem from the vantage point of the Indonesian foreign policy elite, this book explores the elite's perceptions about other states and the manner in which these shape the decision-making process and determine policy outcomes. The combined qualitative and quantitative research strategy draws on a unique series of in-depth interviews with 45 members of the Indonesian foreign policy elite that included the country's (present and/or former) presidents, cabinet ministers, high-ranking military officers, and senior diplomats. Among all state actors, Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States during George W. Bush's presidency was seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced.

Book excerpt: The crisis of multiculturalism in the West and the failure of the Arab uprisings in the Middle East have pushed the question of how to live peacefully within a diverse society to the forefront of global discussion. Against this backdrop, Indonesia has taken on a particular importance: with a population of 265 million people (87.7 percent of whom are Muslim), Indonesia is both the largest Muslim-majority country in the world and the third-largest democracy. In light of its return to electoral democracy from the authoritarianism of the former New Order regime, some analysts have argued that Indonesia offers clear proof of the compatibility of Islam and democracy. Skeptics argue, however, that the growing religious intolerance that has marred the country’s political transition discredits any claim of the country to democratic exemplarity. Based on a twenty-month project carried out in several regions of Indonesia, Indonesian Pluralities: Islam, Citizenship, and Democracy shows that, in assessing the quality and dynamics of democracy and citizenship in Indonesia today, we must examine not only elections and official politics, but also the less formal, yet more pervasive, processes of social recognition at work in this deeply plural society. The contributors demonstrate that, in fact, citizen ethics are not static discourses but living traditions that co-evolve in relation to broader patterns of politics, gender, religious resurgence, and ethnicity in society. Indonesian Pluralities offers important insights on the state of Indonesian politics and society more than twenty years after its return to democracy. Book excerpt: The Republic of Indonesia, home to over 240 million people, is the world's fourth most populous nation. Ethnically, culturally, and economically diverse, the Indonesian people are broadly dispersed across an archipelago of more than 13,000 islands. Rapid urbanization has given rise to one megacity (Jakarta) and to 10 other major metropolitan areas. And yet about half of Indonesians make their homes in rural areas of the country. Indonesia, a signatory to the United Nations Millennium Declaration, has committed to achieving the Millennium Development Goals (MDGs). However, recent estimates suggest that Indonesia will not achieve by the target date of 2015 MDG 4 - reduction by two-thirds of the 1990 under - 5 infant mortality rate (number of children under age 5 who die per 1,000 live births) - and MDG 5 - reduction by three-quarters of the 1990 maternal mortality ratio (number of maternal deaths within 28 days of childbirth in a given year per 100,000 live births). Although much has been achieved, complex and indeed difficult challenges will have to be overcome before maternal and infant mortality are brought into the MDG-prescribed range. Reducing Maternal and Neonatal Mortality in Indonesia is a joint study by the U.S. National Academy of Sciences and the Indonesian Academy of Sciences that evaluates the quality and consistency of the existing data on maternal and neonatal mortality; devises a strategy to achieve the Millennium Development Goals related to maternal mortality, fetal mortality (stillbirths), and neonatal mortality; and identifies the highest priority interventions and proposes steps toward development of an effective implementation plan. According to the UN Human Development Index (HDI), in 2012 Indonesia ranked 121st out of 185 countries in human development. However, over the last 20 years the rate of improvement in Indonesia\'s HDI ranking has exceeded the world average. This progress may be attributable in part to the fact that Indonesia has put considerable effort into meeting the MDGs. This report is intended to be a contribution toward achieving the Millennium Development Goals.

The rise of 21st-century Indonesia is becoming a permanent fixture in both the domestic and global discourses. Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity. They represent Indonesia’s growing desire for a status-consistent behaviour, its response to the prevailing strategic uncertainty in the Indo-Pacific region and its attempt to advance its strategic interests. This book will be of much interest to students of South-East Asian politics, strategic studies, international diplomacy, security studies and IR in general.

While this fact should be viewed as an opportunity that needs to be fully utilised for the benefit of national development of Indonesia, we should also prepare for the threats embedded in this development, especially from the service and labour sectors. As such, this book suggests that equal positions in relations between Indonesia and China are absolutely necessary, since both countries need each other in their efforts to maintain the continuity of their development. It also argues that to further strengthen its position in relation to China in the future, Indonesia's diplomacy requires an integrated grand design that supports the creation of economic and political power in the face of the emergence of China's economic and military power.

Indonesia and Australia, while not each other's closest neighbours, are geographically close to one another. This geographic proximity, however, has not resulted in their sharing of many characteristics. It has often been argued that the enormous differences between the two countries has been a major factor behind the uneven and erratic history of their relationship. This study explores the extent to which this has remained the case in the 1990s. In approaching the theme, it adopts historical and systematic approaches and argues that interactions between two such middle powers cannot be understood separately from the overall trends of global politics. It also adopts the view that despite the large differences in size, culture, wealth and political systems - geography has dictated that the two countries share similar geo-political interest and on that basis, a decent working relationship has been painstakingly built against a difficult background.

Book excerpt: Indonesia is the most populous Muslim country in the world, with 87.18 per cent of its 260 million population embracing the Islamic faith. However, Indonesia is neither an Islamic state nor a secular one. It adopts Pancasila as the state ideology but has a Ministry of Religious Affairs (MORA) overseeing six official religions. MORA has its genesis in Dutch colonial rule (1602–1942). It was strengthened during the Japanese occupation (1942–45) and then sustained by the post-independence Indonesia government (after 1945). The decision to keep MORA was to compensate those who had aspired for the enactment of the Jakarta Charter in the era of Sukarno but failed. MORA has always been the arena for contestation between the traditionalist Nahdlatul Ulama (NU) and the modernist Muhammadiyah. Both organizations eye not only the minister post, or leadership positions in the bureaucracy, but also lower ranking positions. This article examines how MORA has been managed under President Joko Widodo (Jokowi) from 2014 till the present. It highlights similarities and differences in Jokowi’s control of the influential ministry compared to his predecessors. In 2014, even though Jokowi was elected on a reform agenda, he left MORA untouched. After the 2019 election, Jokowi appointed Fachrul Razi, a retired general as Minister of Religious Affairs, departing from past practices of naming a religious scholar (ulama) or a religiously trained person (santri) to that position. This demonstrates a wish on the part of the President to shake up the ministry and to exert control over the institution. This decision, however, has alienated core supporters in NU who helped him get re-elected in 2019.
