The term has a variety of meanings in different sociocultural and political contexts, including “self-strength, control, self-power, self-reliance, own choice, life of dignity in accordance with one’s values, capable of fighting for one’s rights, independence, own decision making, being free, awakening, and capability” (The World Bank, 2002, p. 10). However, the World Bank report observed that most definitions focus on issues of “gaining power and control over decisions and resources that determine the quality of one’s life” (p. 10). This interpretation of empowerment provides a useful starting point for the development of the series of interconnected arguments explored here. Establishment of the basis for understanding, identifying and developing strategies through education necessary for individuals to be able to make choices that inf- ence the quality of their lives is the main aim of this book. There are a number of assumptions and boundaries that frame this analysis. First, the book focuses on “agents”; however, empowerment is often conceptualised in terms of relationships between agency and structure (e. g. , Alsop, Bertelsen, & H- land, 2006). Agency could be defined as “an actor’s or group’s ability to make purposeful choices – that is, the actor is able to envisage and purposively choose options” (p. 11).

Book excerpt: For the past 20-30 years, both Indonesia and Australia have placed considerable emphasis on reforming their systems of technical and vocational education and training (TVET). Indonesia has focused on expanding secondary-level TVET, whereas Australia has emphasized provision of postsecondary-level vocational education and training (VET). Two factors--the emergence of new high-technology and service industries and the aging of the population--are having a profound impact on development of Indonesia's TVET system. An examination of Australia's efforts to develop and reform its VET system revealed the following seven steps that Indonesia might consider as it reforms its TVET system in response to recent economic and social changes: (1) develop a system of continuous and lifelong learning; (2) strengthen advanced and high-level skills training; (3) develop an industry-led TVET sector that includes competency-based training; (4) institute flexible delivery of training and modularization of training courses to make it easier for adults to participate in training; (5) increase focus on training output and outcomes; (6) establish a consistent national training recognition framework; and (7) institute a strong system of public postsecondary training institutes in addition to developing high-quality training providers. Although the research is the generalized view, the target population of this research became the employees working at a garment industry in rural area. A sample of 200 employees working at Hakers Enterprise (Myanmar) Co. Ltd in Pathein Industrial Zone was selected as the respondents of the study with the simple random sampling procedure. The study is in-depth learning of the life of the blue-collar employees in the garment industry and their expectations on TVET training programs. Based on the findings of their expectation and belief, the TVET training programs can be drawn. The descriptive method is used to present the data findings of the research through frequency data. SPSS data analysis software was used to analyze the data collected from the respondents. Most of the respondents of this study had lower income and lower education and strong desire to attend the TVET training programs for their career development. They have a strong belief of TVET programs that they can change the life of Myanmar. This research focus is limited and not to contribute the overall garment sector. The future researcher may focus on the study to explore the life and expectation of white-collar employees. The Myanmar Government can infer the finding of this research in the projects of sustainable development of Myanmar, especially in the education and career development projects.

Book excerpt: Indonesia, like many other countries has to come to terms with the challenges of a rapidly advancing economic globalization. In order to address the major issues involved the government must take some very essential steps that are practical, attainable and sustainable. With global economies evolving from a traditional resource structure to that of a knowledge based, the nation needs to adjust from labor intensive to a highly skilled and technically adept workforce. However, one major barrier to accomplishing this goal is the fact that the informal economic sector, which is by far the largest, continues to absorb the highest percentage of school leaving youth due to their limited education and lack of practical abilities. Working conditions in this sector can be extremely dangerous as there is little consideration for health and safety and no social security net to deal with the consequences from any disease or accidents that might be incurred by the participants. Employment in this division of the labor force is inclined to be menial with youths having very little chance of self-improvement. At the core of the problem is the fact that the education system is inadequate when it comes to vocational education and training (VET) as there are many factors that conspire to undermine its overall intention. Dealing with this condition is an enormous undertaking as it demands flexibility in an extremely fluid global market while at the same time improving communications, planning and cohesion between national, regional and local government, business, educational institutions, communities and the population in general. Furthermore, any restructuring must involve creating a social climate that will stimulate enthusiasm between participants so that they will be eager and able to create new business opportunities. However, from observations in a rural STM (Sekola Teknik Menegah) and collaborated through examining the situation in a number of similarly located schools as well as their urban equivalents across Indonesia will testify, there is a very wide gap between visible conditions and where the country needs to get to if its citizens are to realize their full potential. The succeeding institutional analysis scrutinizes current circumstances with regards to eight core issues that are extremely important in relation to Vocational Education and Training and offers possible suggestions in dealing with these most salient problems.

These include critical themes and issues in the selected industry sectors triggering a demand for green jobs in the region; how industry is responding to those demands; areas impeding the transition from traditional to green practices; the importance of skills development; the role of TVET in addressing industry needs; and reasons for the slow response of TVET to green skills.While other studies conducted in Asia – and internationally - on the same topic have largely relied on secondary sources, this study conducted by the Asian Development Bank and the Education University of Hong Kong (ADB-EdUHK) is unique in that the findings, conclusions and recommendations reported on are based on primary data. As part of the study, TVET providers, business enterprises, policy makers and practitioners were surveyed using questionnaires and face-to-face interviews. In addition, workshops were held in each of the four countries to ascertain the views of key stakeholders in government, nongovernment organisations, members of the international development community, TVET providers and members of the business sector.The book also provides summaries of the case studies undertaken for India, Indonesia, Sri Lanka and Viet Nam.
