Book excerpt: The Shanghai Cooperation Organization (SCO) has successfully withstood challenges in the international security arena since its establishment in 2001. It has made notable progress, especially in avoiding the use of force to settle border disputes. Nevertheless, the diplomatic, military and economic gap between China, Russia and the rest of SCO members is very wide and has created suspicion that the SCO is only a Sino-Russian led alliance against U.S. interests in Central Asia. When Indonesia's relations with the U.S. soured, SCO members (China and Russia) began replacing the U.S. as a source of arms. The relationship between Indonesia and the SCO members has been reestablished since the end of Cold War, while Indonesia-U.S. relations have deteriorated. At the same time, the post-Suharto era Indonesia is facing separatism, Islamic extremism and political turbulence. The Indonesian military, once a powerful political element, has to learn to live under civilian control. However, military reforms are progressing slowly because of the internal military culture and politicians who keep dragging the military back into politics. Against these back drops, what is the impact of U.S. policy toward Indonesia and what tools can be used to improve the chances of achieving long-term U.S. interests?

Book excerpt: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

Missing from the rhetoric is much discussion of the initiative's security dimensions and implications. Chinese officials avoid describing the strategic benefits they think the BRI could produce, while also gliding over major security risks and concerns. Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.
