Therefore, brother war has a big influence on the development and progress of a country and threatens its existence. In a nation with a multicultural population, the potential for friction is particularly high. Indonesia is such a nation and in fact, there have been several armed conflicts in the past. But can all conflicts in Indonesia which have been named brother wars really be understood as civil wars? What are the potential causes of civil wars in Indonesia? Is there a possibility of humanitarian intervention? Kunto Wibowo AP examines the general causes of civil wars focusing on Indonesian history. Indonesia has a very heterogeneous culture, ethnicity, language and religion. Conflicts have taken place due to very different reasons. For it is important to have a good understanding of this subject, Wibowo analyzes the Indonesian conflicts and their respective causes. He points to the many dangers of brother war and civil wars and recommends an increased national vigilance to all Indonesians in order to prevent divisions resulting in future brother wars.

Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. The OPM, Organisasi Papua Merdeka, has been fighting Indonesian rule in West New Guinea since 1969; the military presence there was established in 1962. The author believes that the great majority of West Papuans support the OPM. The Indonesian Transmigration programme has forcible alienated clan land and sponsored settlers from Java. As a result of this policy 10,000 Papuans fled Irian Jaya in mid-1984 to seek safety in Papua New Guinea. The exodus was more than 1 per cent of the indigenous population. The OPM has almost no foreign allies. Both Papua New Guinea and Australia emphasize that Irian Jaya is part of Indonesia and thus an internal matter. The author predicts that greater autonomy for Irian Jaya would be more likely to result from political pressure on Jakarta than from a military victory by OPM.

This thesis argues defense policymakers in Washington, as well as attach�s and senior commanders in the region, correctly assessed the importance of the Indonesian military to U.S. national objectives. This focus led to the successful implementation of defense policies throughout the decade and solidified the military to military relationship. This enabled the U.S. to salvage the broader bilateral relationship nearly destroyed by ambiguous policies which supported both sides in a civil war inflamed by the CIA and State Department, who spearheaded a confrontational approach to Indonesia during the period. It concludes by arguing the very success of engagement-based defense policies made the U.S. military the primary vehicle through which foreign policy in Indonesia was implemented by the end of the decade.
